Subject: Request for an Update on Street Sweeping Operations and Recommended Solutions to Service Interruptions

RECOMMENDATION
Recommendation to request the City Manager work with the Director of Public Works and/or any other necessary staff members to provide an update at the next Long Beach City Council meeting on Street Sweeping operations. The update should include current personnel or equipment issues preventing consistent completion of street sweeping routes and, if needed, recommended City Council-directed solutions that could assist with improving current conditions citywide.

DISCUSSION
The purpose of this recommendation is to have the ability to publicly discuss an issue affecting Council District Four. For several weeks, the Council District Four Office has been alerted by residents of missed street sweeping routes. For example, on a Thursday/Friday route, one week the Thursday route will be missed, the next week the Friday route will be missed, and the third week the Thursday route will be missed again. Previous “open route” notifications to Council Offices have ceased, therefore not only is service interrupted, there is no way for the Council Office to proactively inform residents of the interruption.

The district is slowly starting to recover from a similar recurring issue with inconsistent organic bin collection, thus having a second city service missed has caused increased resident frustration. The district is also facing an increased number of West Nile Virus cases and therefore, street sweeping to assist in gutter clearance has become an essential needs request. In the upcoming weeks, as neighborhoods face increased leaf and pine needle droppings, resolving street sweeping operations is an emergent priority for the Council District Four office and its residents.

An update to the Long Beach City Council is requested in order to have a full Council

discussion to elevate any other neighborhoods that may be affected and receive City Manager recommendations (as needed) in efforts to improve service delivery citywide.

FISCAL IMPACT
Due to time sensitivity of this issue, the Financial Management department was not asked to conduct and/or provide a fiscal impact analysis related to this request. This recommendation is not requesting operational or budgetary changes at this time. This request is only asking for an update highlighting the issues and potential solutions. Any fiscal impact can be discussed on a separate recommendation prior to implementing any changes.

SUGGESTED ACTION
Approve recommendation.

Respectfully submitted,
Daryl Supernaw, Councilmember, Fourth District
