DISCUSSION
City Council approval is requested to enter into a contract with All American Asphalt to construct the Anaheim Street Corridor Improvements Project (Project) and to increase appropriations in the Capital Projects Fund Group in the Public Works Department for the construction phase of the Project. The Project will implement a series of complete street improvements along the 3.9- mile length of Anaheim Street from the Los Angeles (LA) River to Pacific Coast Highway (PCH) (Attachment A).

Anaheim Street is a regionally significant east-west arterial corridor carrying high volumes of through traffic, as well as traffic from surrounding neighborhoods and large trip generators. The improvements are necessary to enhance overall safety, mobility, and accessibility for residents and visitors who travel along the corridor. The Project will upgrade equipment that is past its service life, including traffic signal poles, Americans with Disabilities (ADA)-compliant push Public Works

buttons, and traffic signs, as well as restoring and replacing roadways that are past their service life.

The Project also incorporates Active Transportation Program (ATP) and Highway Safety Improvement Program (HSIP) improvements that enhance pedestrian facilities for the purpose of achieving a reduction in fatalities and serious injuries. The modification of the geometry of the existing vehicular traffic lanes including the installation of new landscaped, controlled access medians, facilitates the addition of safer pedestrian and bicycle refuge crossings without reducing the number of vehicular travel lanes. The new center medians will be constructed with new landscaping, hardscaping, and irrigation systems to improve overall aesthetics on the corridor.

On July 10, 2007, the City Council adopted Resolution RES-07-0097, authorizing the City of Long Beach (City) to enter into all funding agreements required by Caltrans for State and federal funds.

On April 23, 2026, the Project received an additional $7,000,000 of CPFCDS Funds from U.S.

Congress and U.S. Senate, administered by Caltrans to support the constrction phase of the Project.

The bid was advertised in the Long Beach Press-Telegram on May 27, 2026, and 300 potential bidders specializing in construction services, materials, and supplies were notified of the bid opportunity. Of those bidders, 24 downloaded the bid via the City's electronic bid system. The bid announcement was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 44 local, minority, and women-owned business groups. There were 3 bids received on June 30, 2026. Of those 3 bidders, one was Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBE), and one was a Long Beach vendor (Local). All American Asphalt, of Corona, CA, (not a MBE, WBE,SBE, or Local) was the lowest responsive and responsible bidder.

Complete Streets Assessment
Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for roadway construction projects. The Project site is located in central Long Beach and passes through areas that include a variety of land uses that include, but are not limited to, residential, commercial, industrial, and park/open space. The Project will generally consist of complete street improvements including new pedestrian facilities including new crosswalks at controlled access medians, transit boarding bulb out extension installation, construction and reconstruction of curb ramps for ADA compliance, flashing beacons, landscaping, and street trees. The project supports multiple transportation options, including driving, public transit, and walking for users of all ages and abilities.

Local Business Outreach
To align with the City's outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the procurement database to download the bid specifications. Through outreach, 33 Long Beach vendors were notified to submit bids, of which 5 downloaded and 1 submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on August 27, 2026, Procurement Analyst Tommy Ryan on August 17, 2026, and by Budget Management Officer Nader Kaamoush on August 27, 2026.

SUSTAINABILITY
The Project will improve the overall mobility and safety along the 3.9-mile corridor for central Long Beach, providing residents with more recreational and health benefits achieved by walking.

New center medians will be installed with new drought-tolerant landscaping, rock hardscaping, and irrigation systems to improve the overall aesthetics on the corridor. In conformance with the California Environmental Quality Act, Categorical Exemption CE-23-109 was filed with the County Clerk for the Project on September 6, 2023 (Attachment B).

TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-7174 and award a contract concurrently is requested on September 22, 2026 to ensure the contract is in place to start construction expeditiously.

FISCAL IMPACT
The total amount of the contract will not exceed $20,751,053, inclusive of a 12 percent contingency. The total Project cost is estimated at $31,005,223, inclusive of the requested contract, design, construction, construction management, labor compliance, project oversight, and inspections. The Project is currently supported by $2,209,296 Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), $69,600 of Gas Tax, $2,993,670 of Federal Highway Safety Improvement Program (HSIP) grant funds, $400,000 of City Measure A bond program funds, $1,477,042 of City Measure A, $2,000,000 of Measure M, $1,900,000 of Measure R, $984,000 of Prop A, $9,789,775 of Prop C, $653,034 of Traffic Impact Fees, and $500,000 of AB2766 which are currently appropriated in the Capital Projects Fund group in the Public Works Department. The requested action will further support the Project’s construction phase with $7,000,000 of Federal CPFCDS funds administered by Caltrans. The grant funding from Caltrans has a 65.42 percent local match requirement, which will be covered using the previously stated funding sources currently budgeted for the Project. The Los Angeles County Metropolitan Transportation Authority (Metro) is currently drafting agreements for an additional $1,102,418 of Prop C funding (formerly Surface Transportation Program Local (STPL)) grant funding to further support the Project. Staff anticipates receiving the grant agreement in October 2026. Once agreement has been received, staff will return to City Council for budget Honorable Mayor and City Council

appropriation.

An appropriation increase in the amount of $14,000,000 is requested in the Capital Projects Fund Group in the Public Works Department. Of this amount, $7,000,000 will be offset by CPFCDS Funds from U.S. Congress and U.S. Senate, and administered by Caltrans (HSIPL- 5108(178). The remaining $7,000,000 is a technical appropriation to allow for the transfer of Caltrans grant funds from the Capital Projects Fund Group.

The Public Works Department, Public Services Bureau, is responsible for ongoing landscape maintenance, including irrigation, landscaping, and debris management. Once the project is complete, the Public Works Department anticipates median maintenance costs to increase and will address as part of future budget recommendations.

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The number of additional local jobs created by the Project will not be known until the contractors have completed their hiring and construction has commenced.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Joshua Hickman
Director
Public Works
