Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36734 with Pedal Movement Inc., of Long Beach, CA, for operating and maintaining the City of Long Beach’s (City) Bikeshare Program, to increase the contract amount by $709,586, with a 10 percent contingency in the amount of $70,959, for a revised contract amount not to exceed $8,261,369, and extend the term of the contract to December 31, 2026. (Citywide)

DISCUSSION
City Council approval is requested to amend contract No. 36734 with Pedal Movement Inc. (Pedal Movement) to continue operating and maintaining the City of Long Beach’s (City) BikeShare Program (Program) during the transition period as the City prepares for a new e-bike fleet and operations vendor, to ensure uninterrupted service for riders. The City’s BikeShare Program has become an important part of the public transit network in Long Beach, resolving first/last mile connectivity, and its sustained operation is important during this transition.

The Program was originally launched in March 2016 and began operating in 2017. On October 3, 2023, the City Council adopted Resolution No. RES-23-0146 and awarded a contract to Pedal Movement for the continued operation and maintenance of the City‘s BikeShare Program, in a total amount not to exceed $2,493,608, for one year. On October 1, 2024, City Council amended Contract No. 36734 to extend it until March 31, 2025, with two additional six-month periods, not to exceed $4,987,216.

On September 16, 2025, City Council authorized an amendment to Contract No. 36734 for one additional year, to expire on September 30, 2026, for a contract amount not to exceed $7,480,824. On December 16, 2025, the Public Works Department released Request for Proposal (RFP) PW-25-631 for a BikeShare fleet, software, operations, and maintenance vendor to begin including e-bikes in the Program. The Notice of Intent to Award was published on May 15, 2026, awarding Drop Mobility. The City plans to debut the new BikeShare program in early 2027. Pedal Movement will continue operations of the Long Beach BikeShare Program until December 31, 2026, as the City and Drop Mobility work to finalize the new BikeShare contract.

Pedal Movement will continue to operate the Program with the existing Social Bicycles fleet, in line with their current scope of work. Starting January 1, 2027, Drop Mobility will be given access to operate the Social Bicycles system to ensure proper data transfer and minimal service interruption until the new software and fleet are released to the public. The Pedal Movement contract extension will allow the time needed for the new Program vendor contract to be finalized without interrupting essential public transit access to the City’s BikeShare program.
