At 5:04 PM, Vice Mayor Uranga called the meeting to order.

REGULAR AGENDA
1. 26-56262 Recommendation to adopt resolution to ratify the City Manager’s Proclamation of Local Emergency due to the impacts from Hurricane Marie and the imminent and proximate threat to safety of persons and property within the City due to the developing 2026-2027 El Niño event and winter storm season. (Citywide)

A motion was made by Councilmember Ricks-Oddie, seconded by Councilmember Duggan, to approve recommendation and adopt Resolution No. RES-26-0139. The motion carried by the following vote:
