Subject: Funds Transfers to Support Community Events

RECOMMENDATION
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,000 offset by the Second Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of:
• $500 to The Bluff Heights Neighborhood Association for their Annual Holiday Mixer on December 13, 2026;
• $1,500 to the Caroll Park Association for their annual Summer Concerts Series; • $1,000 to International City Theater for their Annual Encore Gala on September 17, 2026; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $3,000 to offset a transfer to the City Manager Department.

DISCUSSION
The Bluff Heights Neighborhood Association, a 501(c)(4) nonprofit organization, serves the Bluff Heights neighborhood in the Second District. Designated as a historic district, the neighborhood extends from Redondo Avenue on the east to Junipero Avenue on the west, and from Fourth Street on the north to East Broadway on the south, excluding the Carroll Park and Lowena Historic Districts. The Association hosts an annual Holiday Mixer to recognize and thank the volunteers who dedicate their time throughout the year to supporting the neighborhood and strengthening the community. A $500 contribution would help cover catering costs for the Holiday Mixer on December 13, 2026.

The Carroll Park Association is governed by a volunteer board of Carroll Park residents who organize community activities throughout the year, develop fundraising programs to support neighborhood-focused initiatives, and serve as liaisons to the City of Long Beach on matters related to the Carroll Park Historic District. The Association works to strengthen neighborhood connections, preserve the character of the community, and provide opportunities for residents to come together through local events and programs.

On July 21, 2026, our office provided a $3,000 contribution to help offset entertainment and park permitting costs for the Association’s annual Concert in the Park series on select Sunday evenings starting June 28, 2026. The additional $1,500 contribution will help cover costs associated with hiring entertainment for the series, allowing the Association to continue providing welcoming and engaging community events for residents and families.

International City Theatre (ICT) is a Long Beach-based professional theatre company dedicated to entertaining, educating, inspiring, and encouraging thoughtful dialogue through live theatre. ICT works to enrich the community by presenting diverse stories, expanding access to the arts, and creating meaningful theatrical experiences for audiences of all backgrounds. Through its performances, educational programming, and commitment to equity and inclusion, ICT strives to strengthen appreciation for the arts and increase the impact of live theatre throughout the region The International City Theatre hosts an annual gala called Encore. All proceeds support ICT's many education programs and productions. ICT's programs reach 30,000 people a year from every economic and geographic area of the city, as well as surrounding communities from Los Angeles to Orange County. The $1,000 Contribution will help fund contribution will help fund Encore and support ICT’s continued efforts to provide accessible arts education, high-quality live theatre, and meaningful cultural programming for the community.

This matter has been reviewed by Budget Manager Rebecca Bernstorff on September 18, 2026.

FISCAL IMPACT
This recommendation requests the City Manager to provide contributions to the Bluff Heights Neighborhood Association, in the amount of $500; to the Carroll Park Association, in the amount of $1,500; and to International City Theatre, in the amount of $1,000. The total appropriation increase of $3,000 in the General Fund Group in the City Manager Department will be offset by a decrease in appropriation of the Second Council District One-Time District Priority Funds in the General Fund Group in the Citywide Activities Department. This recommendation is expected to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities. There is no local job impact associated with this recommendation.
