Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:
Recommendation to adopt a Resolution authorizing the City Manager, or designee, to execute a contract, and any necessary documents including any amendments, with Municipal Maintenance Equipment (MME), a distributor of FAYAT Environmental Solutions Americas, of Norwalk, CA, for the purchase of two Ravo E2 electric multifunction sweepers, on the same terms and conditions afforded to Sourcewell (Contract No. 062425-FAY), except as modified by mutual agreement of the City and MME, in a contract amount of $913,104, authorize a 10 percent contingency in the amount of $91,311, for a total contract amount of $1,004,414, plus all applicable taxes at the tax rate in effect at the time of the purchase; and, Authorize the City Manager, or designee, to execute a lease-purchase agreement, and related financing documents, with Banc of America Public Capital Corp, of San Francisco, CA, for the financing of two Ravo E2 electric multifunction sweepers, payable over a seven-year period at an interest rate to be determined when the agreement is executed. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Municipal Maintenance Equipment (MME) for the purchase of two Ravo E2 electric multifunction sweepers and execute a lease-purchase agreement through the City of Long Beach’s (City) Master Lease Agreement with Banc of America Public Capital Corp, for the financing of the sweepers payable over a seven-year period.
The proposed electric sweepers will enhance daily operations within the Department of Public Works, Transportation Services Bureau, Street Sweeping Division. These units will be deployed to maintain bike lanes, corridors, and residential streets, providing consistent debris removal that prevents pollutants from entering local waterways and supports clear, safe travel paths for cyclists. Their ability to capture both large and fine particulate matter makes them well suited for high-use bike lanes and other sensitive corridors where pavement cleanliness is essential for rider safety and mobility. The Ravo E2 electric multifunction sweepers are fully battery-electric units designed for urban maintenance, providing approximately 8–10 hours of runtime per charge depending on route conditions. Each unit features a compact chassis for narrow corridors, a high-capacity hopper for extended sweeping cycles, and an advanced air-sweeping system capable of capturing fine particulate matter. The electric drivetrain significantly reduces operational noise in residential and high-use areas, and the sweepers incorporate regenerative Financial Management

braking, onboard diagnostics, and compatibility with standard Level 2 charging infrastructure to support efficient integration into the City’s fleet.
There are no Long Beach-based businesses that manufacture or sell this equipment. The Fleet Services Bureau of the Department of Financial Management researched procurement options for the purchase of electric multifunction sweeper units and discovered that other agencies had completed an open, fair, transparent, and competitive procurement process. The City reviewed the cooperative agreement options and determined that the contract between Sourcewell and FAYAT Environmental Solutions Americas, through its local distributor, MME, provided the best value to the City.
MME was selected based on its competitive pricing, best overall quality, and selection of equipment/product offerings to meet the needs of cooperative members and other governmental authorities. All Sourcewell contracts are competitively bid and offer the best available pricing.
Sourcewell is a State of Minnesota local government agency and service cooperative created under the laws of the State of Minnesota (Minnesota Statutes Section 123A.21) that offers cooperative procurement solutions to its members.
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Millicent Usoro on September 21, 2026, Procurement Analyst Tommy Ryan on August 31, 2026, and Acting Budget Development Officer Jaime Tamura on September 18, 2026.
SUSTAINABILITY
The all-electric sweepers do not directly produce air toxins, greenhouse gases, or particulate emissions and are fully compliant with the State of California and local district air quality regulations.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on October 6, 2026 to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total amount of the contract is $1,100,289, inclusive of a 10 percent contingency of $91,311, plus estimated sales tax in the amount of $95,875. The contingency will only be used to absorb unforeseen market-driven price adjustments and ensure the City’s continued ability to secure essential assets in a timely and cost-effective manner. Based on an indicative interest rate of
4.19 percent as of August 14, 2026, the estimated total amount of the lease-purchase agreement with Banc of America Public Capital Corp is $1,271,429, which includes principal, Honorable Mayor and City Council

interest, and escrow fees. This equates to approximately $181,633 in annual debt service costs for the 7-year life of the financing. The actual interest rate, escrow fees, and annual debt service are subject to change and will be determined when the agreement is executed.
In FY 26, the debt service cost is budgeted in the Fleet Services Fund Group in the Financial Management Department. Following the first year, the annual debt service cost will be included in the Fleet Services Memorandum of Understanding (MOU). The total annual cost for maintenance and the lease-purchase payment is estimated at $197,983 and will be charged to the General Fund Group and Capital Projects Fund Group in the Public Works Department through the Fleet Services Bureau’s MOU billing process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
