A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LONG BEACH AUTHORIZING THE CITY
MANAGER, OR DESIGNEE, TO EXECUTE A CONTRACT,
AND ANY NECESSARY DOCUMENTS INCLUDING ANY
NECESSARY SUBSEQUENT AMENDMENTS, WITH
LEADS ONLINE, LLC, OF PLANO, TX, FOR PROVIDING
THE HARDWARE, INSTALLATION, CALIBRATION, AND
OPERATIONAL TRAINING FOR AN IBIS® BRASSTRAX
ACQUISITION STATION, IN A TOTAL AMOUNT NOT TO
EXCEED $300,000
WHEREAS, City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process when authorized by law and a Resolution adopted by the City Council; and
WHEREAS, City Council approval is requested to enter into a contract with Leads Online, LLC, of Plano, TX, for providing the hardware, installation, calibration, and operational training for an IBIS® BrassTrax Acquisition Station, in a total amount not to exceed $300,000, for a period of five years to the Long Beach Police Department (LBPD); and
WHEREAS, IBIS® BrassTrax is a highly specialized forensic workstation that uses the proprietary Integrated Ballistic Identification System (IBIS®). IBIS® is a proprietary ballistic identification system and is they only technology that has been approved by the federal government to integrate directly with the Bureau of Alcohol, Tobacco, Firearms and Explosives’ (ATF) National Integrated Ballistic Information Network (NIBIN); and

27 28 OFFICE OF THE CITY ATTORNEY DAWN MCINTOSH, City Attorney 411 West Ocean Boulevard, 9th Floor Long Beach, CA 90802-4664 WHEREAS, Leads Online, LLC is the sole source for IBIS® and the sole manufacturer of the IBIS® BrassTrax Acquisition Station; and WHEREAS, the purchase of the IBIS® BrassTrax will be funded through the U.S. Department of Justice’s (DOJ) 2026 National Integrated Ballistic Information Network (NIBIN) Modernization Grant Program and is the only technology approved for purchase using these grant funds; and
WHEREAS, a competitive procurement process for this technology and associated services would be a waste of the City’s resources, as Leads Online, LLC, is the sole vendor of IBIS®, the sole manufacturer of IBIS® BrassTrax acquisition station and the sole provider of services associated with IBIS® BrassTrax; NOW, THEREFORE, the City Council of the City of Long Beach resolves as follows:
Section 1. The above recitals are true and correct and are incorporated herein.
Section 2. The City Manager is hereby authorized to enter a contract, and any necessary subsequent amendments, with Leads Online, LLC, of Plano, TX, without advertising for bids for providing the hardware, installation, calibration, and operational training for an IBIS® BrassTrax Acquisition Station in a total contract amount not to exceed Three Hundred Thousand Dollars ($300,000) for a period of five years.
Section 3. This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting this resolution. ///
