Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:
Recommendation to find the project exempt from CEQA under State CEQA Guidelines Categorical Exemption Section 15303 (Class 3. New Construction or Conversion of Small Structures). Accept the filed Notice of Exemption No. Class 3 CE prepared in accordance with the California Environmental Quality Act; and,
Authorize the City Manager, or designee, to accept an easement deed from 2H Property 3060, LLC, property owner at 2600 California Avenue, a limited liability company, for the installation, operation, maintenance, and the repair of public utilities and public right of way purposes. (District 5)
DISCUSSION
2H Property 3060, LLC, a limited liability company and property owner at 2600 California Avenue, is proposing a 2,936 square foot medical office located at the subject address. To accommodate the development, a new fire line Double Check Detector Assembly (DCDA), pursuant to an approved Long Beach Utilities Department construction drawing, has been installed. These devices provide backflow prevention to protect water supplies from contamination. To ensure the future operation, maintenance and repair of the DCDA, it is necessary that the property owner grant an easement to the City of Long Beach (Attachment A).
The Public Works Department is asking the City Council to authorize acceptance of an easement deed to accomplish this purpose.
City staff conducted a review of affected agencies and there were no objections to the proposed easement.
In conformance with the California Environmental Quality Act (CEQA), a Categorical Exemption was filed on January 23, 2023 (Attachment B). The Public Works Department seeks authorization to accept the dedication of easement for the installation, operation, maintenance and the repair of public utilities and public right-of-way purposes and acceptance of the Notice of Exemption.
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on September 21, 2026 and by Budget Management Officer Nader Kaamoush on September 15, 2026.
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
