RECOMMENDATION
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,250, offset by the First District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of:

1. $500 to the Arts Council for Long Beach, in support of arts and cultural programming;

2. $1,000 to Affluent Hispanic Philanthropies, in support of the 2026 Latino Restaurant Week;

3. $750 to the Long Beach City College Foundation, in support of the 4th Annual Discover LBCC Summer Concert; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,250 to offset a transfer to the City Manager Department.

DISCUSSION
The Arts Council for Long Beach promotes access to arts and culture through advocacy, arts education, public art, grantmaking, and support for local artists and organizations. Its work expands access to creative experiences while strengthening the social, cultural, and economic character of Long Beach. This contribution reflects Council District One’s commitment to increasing cultural access, supporting local artists, and creating inclusive community experiences through the arts.

Latino Restaurant Week highlights Latino-owned restaurants and chefs while celebrating Long Beach's cultural heritage and culinary traditions during Hispanic Heritage Month. The event encourages residents and visitors to support participating local businesses through special menus, community programming, and cultural experiences that promote both economic activity and community pride. This effort supports Council District One’s priorities of economic development, cultural inclusion, and strengthening small businesses that contribute to the vitality of the district and the broader Long Beach community. The event is scheduled to be from October 5, 2026, to October 11, 2026.

This matter has been reviewed by Budget Manager Rebecca Bernstorff on September 18, 2026.

FISCAL IMPACT
This recommendation requests the City Manager to provide a contribution to the Arts Council for Long Beach, in the amount of $500; to Affluent Hispanic Philanthropies, in the amount of $1,000; and to the Long Beach City College Foundation, in the amount of $750. The total appropriation increase of $2,250 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of the First Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. This recommendation is expected to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have minimal impact on existing City Council priorities. There is no local job impact associated with this recommendation.

SUGGESTED ACTION
Approve recommendation.

Respectfully submitted,
Mary Zendejas, Councilwoman, First District
