Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to adopt a Resolution authorizing the City Manager, or designee, to execute a contract, and any necessary documents including any amendments, with Rynse, Inc., of Los Angeles, CA, for providing access to a local vendor network for car wash detailing services, along with centralized data management and billing services, on the same terms and conditions afforded to Sourcewell (Contract No. 031224-RYN), except as modified by mutual agreement of the City and Rynse, Inc., in a total annual contract amount not to exceed $100,000, with the option to renew as long as the Sourcewell contract is in effect, at the discretion of the City Manager; and, Increase appropriation in the Fleet Services Fund Group in the Department of Financial Management by $100,000, offset by funds available generated by revenue collected from user departments through the Fleet Memorandum of Understanding (MOU). (Citywide)

DISCUSSION
City Council approval is requested to enter into a contract with Rynse, Inc. (Rynse), to provide access to a network of local Long Beach car wash and detailing vendors, along with centralized data management and billing services. This contract will support routine vehicle cleaning needs across City of Long Beach (City) Departments managed by the Fleet Services Bureau (Fleet) of the Financial Management Department while ensuring consistent availability, standardized processes, and improved operational efficiency.

Fleet has historically partnered directly with individual local car wash vendors on an as-needed basis. While this approach offered flexibility, it created significant challenges in tracking vehicle washes and maintaining accurate billing. Vendors were responsible for documenting City vehicle transactions, a requirement that often exceeded their administrative capacity, resulting in reduced billing accuracy, limited-service verification, and overall inefficiencies.

To address these issues, Fleet proposes utilizing Rynse to provide both access to a vetted local vendor network and a centralized platform for transaction tracking and billing. City departments will utilize only Long Beach-based car wash vendors under this proposed service, including Pacific Express, Surf N’ Shine, Coastline Express, Gateway Express, Tommy’s Express, Koya–Cherry Hill, and Bixby Knolls Car Wash. Fleet will set up the Long Beach contracts from the Rynse network of vendors to ensure that only Long Beach vendors are selected from the platform. Rynse’s system will enable accurate monitoring of vehicle wash activity, detailed transaction histories, and streamlined administrative processes. Centralizing Financial Management

these functions will reduce workload for City departments, strengthen accountability, and improve service consistency. Based on an analysis of prior expenditures across multiple departments, Fleet staff estimate that an annual amount of $100,000 will sufficiently meet the City’s car wash and detailing needs.

There are no Long Beach-based businesses capable of providing the centralized data management and billing services required to support a network of local car wash and detailing vendors for this purpose. Rynse is a nationwide provider that offers access to multiple car wash locations within Long Beach. The Fleet Services Bureau evaluated procurement options for accessing a local vendor network for detailing and car wash services, including centralized data management and billing, and discovered that other agencies had completed an open, fair, transparent, and competitive procurement process. The City reviewed the cooperative agreement options and determined that the contract between Sourcewell and Rynse provided the best value to the City.

Rynse was selected based on its competitive pricing, best overall quality, and selection of leasing offerings to meet the needs of cooperative members and other governmental authorities. All Sourcewell contracts are competitively bid and offer the best available pricing. Sourcewell is a State of Minnesota local government agency and service cooperative created under the laws of the State of Minnesota (Minnesota Statutes Section 123A.21) that offers cooperative procurement solutions to its members.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.

This matter was reviewed by Deputy City Attorney Millicent Usoro on September 8, 2026, Procurement Analyst Tommy Ryan on August 31, 2026, and by Acting Budget Development Officer Jaime Tamura on September 17, 2026.

TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on October 6, 2026, to ensure the contract is in place expeditiously.

FISCAL IMPACT
The total annual amount of this contract will not exceed $100,000. An appropriation increase of $100,000 is requested in the Fleet Services Fund Group in the Financial Management Department to support costs under this contract, offset by funds available generated by revenues received from user departments. Costs incurred for services under this contract are offset through the Fleet Services Memorandum of Understanding (MOU) charges to multiple funds and departments. If needed, the Department will return to City Council with a request for additional appropriations, offset by reimbursement revenue.
