DISCUSSION
Partners of Parks is a non-profit organization dedicated to enriching the Long Beach community by expanding access to parks, recreation, and nature. Their mission is grounded in ensuring every resident can access and enjoy the City’s parks, green spaces, facilities, marine areas, and recreational programs. On August 5, 2026, Partners of Parks hosted their annual golf festival. A $300 contribution to this event supports local youth programming and two LBUSD student scholarships for participation in park activities. $2,500 of the $2,800 contribution is in support of the “keep El Dorado Nature Center open” campaign which occurred citywide for a District 4 asset. This contribution serves as a match to other contributions made to Partners of Parks through the Long Beach Gives partnership to ensure funding is available to keep the El Dorado Nature Center open on Tuesdays as encouraged in the Mayor’s Fiscal Year 2027 budget recommendations.

The Historical Society of Long Beach preserves the past for the future, connecting people to history and to the place they live. The society helps develop an inclusive community narrative that gives residents a greater understanding of their role in the story of their neighborhood, the city, and the larger world. Through their programs, exhibitions, collections, and lectures they engage the community in thinking about what makes Long Beach unique. A contribution to the Historical Society will support their efforts in keeping Long Beach history alive and accessible to all Long Beach residents.
Care Closet LBC is a local non-profit organization that provides assistance and serves to empower people experiencing homelessness. Care Closet LBC’s efforts expand across the entire city. The organization works to distribute care packages, organize clean ups, provide clothing and job training skills to those who need extra support. Care Closet also helps individuals who enter our Continuum of Care system with basic supplies and appliances when housing is acquired. Support for organizations that are working at a grassroots level to assist in decreasing the number of people experiencing homelessness is needed and therefore, approval for this contribution is requested.
To celebrate neighborhood pride, community, and safe gatherings, the Plaza neighborhood residents on Josie Avenue will be hosting a Halloween Pumpkin Palooza on October 17, 2026.
This community gathering is free, open to the public and will include a costume walk, pumpkin decorating, crafts, treats, music and much more. As the Josie Avenue neighbors have not formally incorporated as a community non-profit organization, neighbor Casey Lukowski will be incurring the expenses of hosting the palooza. A contribution to him is requested to support the festivities in Council District 4.
LBC Hero Squad is a Council District 4 resident and teenager-led non-profit organization in Long Beach which works to support families with neurodivergent children. The organization is in its tenth year and will be hosting a Halloween-themed celebration in Council District 4 at El Dorado Frontier in El Dorado Park East on Saturday, October 24th, 2026. A contribution to the organization will support attendance of Council District 4 residents who register early online. This contribution has twofold significance as it supports a non-profit organization and a small business in the district. Approval of the recommendation is requested.
This matter has been reviewed by Budget Manager Rebecca Bernstorff on September 30, 2026.
FISCAL IMPACT
This recommendation requests the City Manager to provide contributions to Partners of Parks in the amount of $2,800; Historical Society of Long Beach in the amount of $1,000; Care Closet LBC in the amount of $500; Casey Lukowski in the amount of $500; and $1,200 to LBC Hero Squad. The total appropriation increase of $6,000 in the General Fund Group in the City Manager Department will be offset by a decrease in appropriation of the Fourth Council District One-Time District Priority Funds in the General Fund Group in the Citywide Activities Department. This recommendation is anticipated to require a minimal level of staff hours beyond the normal Honorable Mayor and City Council
