Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:
Recommendation to authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 36993 with Silegra, LLC, of Whittier, CA, to continue providing Long Beach Activating Safe Communities Program evaluation services, to increase the contract amount by $50,000, for a revised contract amount not to exceed $250,000. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 36993 with Silegra, LLC (Silegra) to continue providing Long Beach Activating Safe Communities (LBASC) Program evaluation services.
At its meeting on June 11, 2024, the City Council awarded a contract to Silegra as part of its adoption of RFP HE-24-367 for LBASC Program evaluation services for a total contract amount not to exceed $200,000 for a period of two years, with the option to renew for three additional one-year periods.
The LBASC Program, initiated in 2018 by the Long Beach Department of Health and Human Services' Community Impact Division, endeavors to prevent and reduce community violence.
Silegra performs evaluation services for the Program, and this request will continue those efforts by continuing a comprehensive evaluation plan, producing progress reports and a final cumulative report, implementing a data collection system, collecting data, training project staff and partner staff on data collection procedures, and producing outcome evaluation.
This request to increase the total contract amount aligns with the CalVIP Cohort 4 increased contract amount and grant extension through December 31, 2026.
This matter was reviewed by Deputy City Attorney Nicholas Masero on September 21, 2026, Procurement Analyst Tommy Ryan on September 17, 2026, and by Budget Analysis Officer Greg Sorensen on September 24, 2026.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 36993 is requested on October 13, 2026 to ensure there is no interruption to services.

The requested action increases the contract authority with Silegra by $50,000. The total amount of the contract will not exceed $250,000. Sufficient appropriation is currently budgeted in the Health Fund Group in the Health and Human Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
SUGGESTED ACTION:
Approve recommendation.
