Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:
Recommendation to authorize the City Manager, or designee, to execute all necessary documents and any subcontracts or subsequent amendments, including amendments to award amount or terms, with the California Department of Public Health (CDPH) to accept and expend funding in the amount of $417,756, in an annual allocation of $139,252 for the California Oral Health Program, for a three-year period from July 1, 2027, through June 30, 2030, with the option to extend the agreement for one additional three-year period, at the discretion of the City Manager; and,
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $417,756, offset by grant revenues. (Citywide)
DISCUSSION
The California Department of Public Health’s Office of Oral Health established the California Oral Health Program (OHP) in 2014 to improve oral health statewide through prevention, education, surveillance, and coordinated community efforts. OHP provides leadership, technical assistance, and evidence-based guidance, and administers the Local Oral Health Program (LOHP) grants funded by Proposition 56.
The LOHP Grant Funding Initiative has supported the Long Beach Department of Health and Human Services (DHHS) since 2017, strengthening local prevention, education, and outreach.
The Moving California Oral Health Forward Grant (July 1, 2022–June 30, 2027) continues this Proposition 56 support, enabling DHHS to maintain and expand its oral health activities and build capacity to serve underserved communities.
The Oral Health Long Beach Program will continue delivering services by strengthening oral health promotion and preventive activities in early education and school settings, including ongoing support for the Kindergarten Oral Health Assessment. The program will enhance care coordination and referral management by connecting children with urgent dental needs to follow-up care and establishing consistent dental home practices. It will also maintain collaborative partnerships with community organizations, schools, and service agencies to expand reach and impact. In addition, the program will work with medical and dental systems to support targeted oral health interventions for priority populations such as pregnant and postpartum individuals, as well as migrant and immigrant communities.

TIMING CONSIDERATIONS
City Council action is requested on October 13, 2026, to continue to provide these services without interruption.
FISCAL IMPACT
The City of Long Beach will receive funding in the amount of $417,756, in an annual allocation of $139,252, for the California Oral Health Program, for a three-year period from July 1, 2027, through June 30, 2030. An appropriation increase in the amount of $417,756 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenues.
No match or in-kind service mandate is required. Acceptance of this grant will support continued funding for five current City of Long Beach employees. There will be an overall positive impact to the Health Operating Fund of approximately $101,491 due to grant reimbursable costs and the shifting of personnel costs to the grant. It is consistent with existing City Council priorities.
There is no local job impact associated with this recommendation.
SUGGESTED ACTION:
Approve recommendation.
