Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 34417 with Tyler Technologies, Inc., of Yarmouth, ME, for providing a Citywide Enterprise Resource Planning system with finance/human resources software applications and related services, including consultation, implementation, training, and maintenance, to update the annual contract amount to $554,262, plus a 15% contingency in the amount of $83,139, for a revised annual contract amount not to exceed $637,401 for year one, plus annual increases of 5% for years two through five, and extend the term of the contract to November 30, 2031. (Citywide)

DISCUSSION
City Council approval is requested to amend Contract No. 34417 with Tyler Technologies, Inc., to continue the use of its Enterprise Resource Planning (ERP) software applications, known as Munis, and related services, including consultation, implementation, training, and maintenance.

At its meeting on October 4, 2016, the City Council awarded a contract to Tyler Technologies Inc. as part of its adoption of RFP TI15-017 for purchase of its Munis software applications and related service for five years, with the option to renew for an additional 5-year period through November 30, 2026. The current annual contract amount is $708,869. This request decreases the annual contract amount to align with actual contract utilization.

The ERP software was selected following a rigorous and comprehensive procurement and evaluation process, supported by an independent consultant with extensive governmental ERPrelated expertise. The implementation represented a significant multi-year undertaking, spanning three years, with the financial modules successfully placed into production in April 2019. The ERP system now serves as the foundational platform for a wide range of essential City financial operations, including accounting, accounts payable, capital assets, inventory, purchasing, and project ledger management. It is utilized across all City departments and currently supports more than 1,300 users.

Continued use of this system and related support services is critical to maintaining stable financial operations. Extending the contract with Tyler Technologies Inc. ensures uninterrupted access to the system, preserves operational continuity, and protects the City’s long-term investment.

TIMING CONSIDERATIONS
City Council action to amend Contract No. 34417 is requested on October 13, 2026, to ensure there is no interruption to services.

FISCAL IMPACT
Amending Contract No. 34417 with Tyler Technologies Inc. to November 30, 2031, ensures the City guaranteed pricing for this essential ERP system. The annual amount of the contract for the first year will not exceed $637,401, inclusive of a 15% contingency. The current annual contract amount of $708,869 is more than necessary; therefore, the requested action decreases the annual contract authority by $71,468 to align to actual spend. The contract has a maximum of a 5% annual increase. The Technology and Innovation Department does not have sufficient appropriation for this contract cost but will absorb it within the operating budget for FY 27.

Structural funding for increases in future years will be requested through the annual budget process based on contract cost increases. Costs are recovered from client departments through the annual Technology and Innovation Memorandum of Understanding (MOU).

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Meredith Reynolds
Acting Director
Technology and Innovation
