From: Councilwoman Mary Zendejas, First Council District Subject: District One Fund Transfers
RECOMMENDATION
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,930, offset by the First Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide the following contributions:
1. $1,500 to the Willmore Community Association, in support of Winter in Willmore;
2. $330 to ASL Interpreting Service, in support of accessibility services for the 2026 ADA Pride Flag Raising and Celebration;
3. $2,100 to the Special Events and Filming Office in support of the Hispanic Heritage Month Celebration; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $3,930 to offset a transfer to the City Manager Department.
DISCUSSION
The Willmore Community Association will host Winter in Willmore, a free holiday celebration on December 6, 2026, at the historic Bembridge House. It is expected to serve approximately 600 Children, families, seniors, people with disabilities, and other community members. A contribution will help keep the event free, welcoming, and accessible while supporting a longstanding historic community tradition in the First Council District. This effort aligns with Council District One’s commitment to inclusive neighborhood programming, community connection, and accessible events for residents of all ages.
ASL interpreting services were provided for the 2026 ADA Flag Raising and Celebration on July 1, 2026, held in recognition of the 36th anniversary of Americans with Disabilities Pride Month. The service helped ensure that event programming was accessible and inclusive for attendees who are Deaf and hard of hearing. This contribution aligns and reflects Council District One’s commitment to accessibility, equity, and inclusive community participation.

The 2026 Hispanic Heritage Month Celebration honored the contributions and culture of Long Beach’s Hispanic and Latino community on September 15, 2026, at the Civic Center Plaza.
The celebration highlighted the work of the Latino Employee Organization and brought City employees and community members together in recognition of Hispanic Heritage Month. A contribution to this special event reflects Council District One’s commitment to cultural inclusion, community connection, and celebrating the diverse communities that strengthen Long Beach.
This matter has been reviewed by Budget Manager Rebecca Bernstorff on October 2, 2026.
FISCAL IMPACT
This recommendation requests that the City Manager provide a contribution to the Willmore Community Association, in the amount of $1,500; and ASL Interpreting Service (ADA Pride Event), in the amount of $330; and the Special Events and Filming Office, in amount of $2,100.
The total appropriation increase of $3,930 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of the First Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. This recommendation is expected to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have minimal impact on existing City Council priorities. There is no local job impact associated with this recommendation.
