DISCUSSION
City Council approval is requested to enter into a contract with CCS Facility Services – Orange County, Inc., Premier Property Preservation, LLC, and UBM Enterprise, Inc., for providing Citywide custodial services.

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on March 13, 2026, and 75 potential proposers specializing in custodial and janitorial services were notified of the RFP opportunity. Of those proposers, 20 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Procurement Services Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. An RFP announcement was also included in the Procurement Services Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minorityowned, and women-owned business groups. There were 7 proposals received on April 30, 2026.

Of those 7 proposers, 2 were Minority-owned Business Enterprises (MBEs), none were Womenowned Business Enterprises (WBEs), 1 was a certified Small Business Enterprise (SBE), and 1 was a Long Beach vendor (Local). The selection committee determined that CCS Facility Services – Orange County, Inc., of Denver, CO (None), Premier Property Preservation, LLC, of Van Nuys, CA (SBE), and UBM Enterprise, Inc., of Dallas, TX (None), were the most qualified firms to provide the services.

The Procurement Services Division conducted a highly competitive solicitation where the Evaluation Panel took the time to review all qualified proposals based on the RFP evaluation criteria. The three highest-scoring firms were short-listed and interviewed after reference checks Financial Management

were conducted. A Best and Final Offer process was also conducted to ensure the best pricing for the City.

There is a total of nine Departments with 24 site locations across the City who currently rely on this service on a weekly basis. The awarded firms will provide routine custodial maintenance to ensure applicable City-owned facilities are properly maintained and clean for both City staff and members of the public.

Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Procurement Services Division also assists businesses with registering on the Long Beach Buys platform to download RFP specifications. Through outreach, 13 Long Beach vendors were notified to submit proposals, of which 6 downloaded and 1 submitted a proposal. The Procurement Services Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Deputy City Attorney Atoy H. Wilson on September 25, 2026, Procurement Analyst Tommy Ryan on September 17, 2026, and by Revenue Management Officer Valerie Valentine on September 24, 2026.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFP CE-25-562 and award a contract concurrently is requested on October 13, 2026, to ensure the contract is in place expeditiously.

FISCAL IMPACT
The total annual aggregate amount of the contract will not exceed $1,200,000, inclusive of a 20 percent contingency. The regular services provided by the contract are budgeted in various fund groups and departments citywide. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 39 contracted employees residing in Long Beach.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Kevin Riper
