Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 36248 with So. Cal. Sewer Construction, Inc., dba SoCal Sewer & Water, of Signal Hill, CA, for providing full service, on-call plumbing maintenance, repair, and emergency plumbing services, to increase the contract amount by $625,000, for a revised contract amount not to exceed $3,750,000, and extend the term of the contract to October 17, 2027. (Citywide)

DISCUSSION
City Council approval is requested to amend Contract No. 36248 with So. Cal. Sewer Construction, Inc., dba SoCal Sewer & Water (SoCal Sewer) to continue providing full service, on-call plumbing maintenance, repair, and emergency plumbing services. Due to citywide aging infrastructure including, but not limited to, various water lines, sewer lines and plastic pipelines, ensuring access to as-needed plumbing services is crucial to ensure the City can quickly respond to any unforeseen needs.

At its meeting on March 15, 2022, the City Council awarded a contract to SoCal Sewer as part of its adoption of RFP LB 21-071 for full service, on-call plumbing maintenance, repair, and emergency plumbing services for two years, with the option to renew for three additional oneyear periods.

The requested contract extension will allow services to continue while the Procurement Services Division completes a competitive solicitation in accordance with procurement policies and procedures. The increase will also cover emergency services, contract close-out activities, and final invoice payments. This upcoming solicitation, which is currently being developed, requires coordinated feedback from multiple Departments that rely on this essential service, including Airport, Health and Human Services, Parks, Recreation & Marine, Police, and Public Works.

Additionally, the previous solicitation was developed using an older procurement model, and additional time is needed to convert the requirements into the City’s updated procurement format that aligns with competition, transparency, fairness, and equity best practices. This recommendation is to amend an existing contract that was originally procured in 2021 that did not require a Proposition L study due to its on-call and emergency nature. The upcoming procurement will ensure compliance with any policies and procedures, including Proposition L if required, although a study is not anticipated at this time based on the contract history, Request for Proposals scope of work, and capacity of staff. The Procurement Services Division will conduct a Proposition L study, if required.

TIMING CONSIDERATIONS
City Council action to amend Contract No. 36248 is requested on October 13, 2026, to ensure there is no interruption to services.

FISCAL IMPACT
The requested action increases the contract authority with SoCal Sewer by $625,000 for a revised total contract amount not to exceed $3,750,000. The regular services provided by the contract will be used on an as-needed basis are budgeted in various fund groups and departments citywide. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 10 full-time contracted employees residing in Long Beach.
