Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to adopt a Resolution authorizing the City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Clean Harbors Environmental Services, Inc., of Norwell, MA, for providing as-needed hazardous waste removal services, on the same terms and conditions afforded to OMNIA Partners, until the OMNIA Partners contract expires on December 1, 2028, with the option to renew for as long as the OMNIA Partners contract is in effect, and with Ocean Blue Environmental Services, Inc., of Long Beach, CA, for providing as-needed hazardous waste removal services, on the same terms and conditions afforded to the City of Pasadena, CA until the City of Pasadena, CA contract expires on July 27, 2031, with the option to renew for as long as the City of Pasadena, CA contract is in effect, at the discretion of the City Manager; and Authorize the City Manager, or designee, to execute the contracts, and any necessary documents including any necessary subsequent amendments, in an annual aggregate amount of $3,000,000, authorize a 20 percent contingency in the amount of $600,000, for a total annual aggregate contract amount not to exceed $3,600,000. (Citywide)

DISCUSSION
City Council approval is requested to enter into contracts with Clean Harbors Environmental Services, Inc. (Clean Harbors), and Ocean Blue Environmental Services, Inc. (Ocean Blue), for providing as-needed hazardous waste removal services in order to comply with health and safety regulations and in accordance with pertinent federal, state, county and local laws. Departments participating in this contract include, but are not limited to, Long Beach Airport, Fire, Financial Management/Fleet Services, Health and Human Services, Library Services, Parks, Recreation and Marine, Police and Public Works. Departments utilize these services to address a broad range of environmental and public safety needs, including the remediation of oil spills on land and in waterways, mold abatement, disposal of ballistic panels, and other specialized environmental response services.

The Procurement Services Division of the Financial Management Department researched procurement options for providing as-needed hazardous waste removal services and discovered other agencies had completed open, fair, transparent, and competitive procurement processes.

The City reviewed the cooperative and contract agreement options and determined that the Financial Management

contracts between OMNIA Partners and Clean Harbors and between the City of Pasadena, CA and Ocean Blue provided the best values to the City.

Clean Harbors and Ocean Blue were selected based on their service level, breadth of service offerings, and ability to nimbly respond to urgent needs. The Procurement Services Division reviewed other cooperative and contract agreements and determined that these contracts would best allow the City to secure these vital services to ensure proper coverage and response. The nature of as-needed hazardous waste removal services is unique, and critical needs may vary from instance to instance. Taking a proactive approach, the Procurement Services Division is recommending awarding two contracts to best allow Departments the ability to be strategic and flexible for what can be an urgent, critical, or emergency service. Having more than one vendor better positions us in the event of emergencies or business interruptions that could impact our service level, as well as giving departments choices to best fulfil their needs.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.

This matter was reviewed by Deputy City Attorney Atoy H. Wilson on September 25, 2026, Business Services Bureau Manager Tara Mortensen on September 23, 2026, and by Revenue Management Officer Valerie Valentine on September 24, 2026.

TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award contracts concurrently is requested on October 13, 2026, to ensure the contracts are in place expeditiously.

FISCAL IMPACT
The total annual aggregate amount of the contracts will not exceed $3,600,000, inclusive of a 20 percent contingency. The services provided by the contracts will be used citywide on an asneeded basis and are budgeted in various fund groups and departments. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. This contract will provide continued support to our local economy by assisting in the preservation of employment for 58 Clean Harbor employees and 35 Ocean Blue employees residing within Long Beach.

SUGGESTED ACTION:

Approve recommendation.
