DISCUSSION
Interim Housing Grant Funding
On April 23, 2026, the County of Los Angeles (County) notified the City of Long Beach (City) that the Los Angeles County Department of Homeless Services & Housing (HSH) will serve as the grantor and administrator for Interim Housing (IH) grants. Historically, the Los Angeles Homeless Services Authority (LAHSA) filled this role, with the City acting as a pass-through entity for IH funding to directly operate and/or competitively procure operators for the IH Programs.

The County will disburse IH grant funding to the City for the following IH Programs: 702 W.

Anaheim Year-Round Shelter (YRS), Atlantic Bridge Community (ABC) YRS, Inclement Winter Shelter (IWS) / Emergency Response Program (ERP), and the Winter Shelter Program (WSP) in an annual amount not to exceed $4,392,020. The annual allocation breakdown by project is provided below:

Project Annual Budget
702 Year-Round Shelter $2,631,285
ABC Year-Round Shelter $974,550
Winter Shelter Program $537,560
Emergency Response Program $248,625
Total $4,392,020
The Interim Housing Program located at 702 W. Anaheim St., Long Beach, CA 90813 (702 W.

Anaheim) will support 81 individuals experiencing homelessness by providing safe, temporary shelter, twenty-four hours per day, seven days a week, year-round. The IH grant will support all 81 slots at this facility.

The ABC Interim Housing Program located at 6841 – 6847 Atlantic Ave., Long Beach, CA 90805 supports up to 125 individuals experiencing homelessness by providing safe, temporary shelter, twenty-four hours per day, seven days a week, year-round. The IH grant will support 30 slots at this facility.

The WSP provides lifesaving emergency shelter services for up to 40 unhoused participants during the coldest months with minimum barriers or requirements to access interim housing.

Winter Shelter Programs are typically operational continuously from November 1st through March 31st, though the start and end dates may range outside these dates.

The IWS / ERP will provide short-term emergency shelter for up to 65 individuals experiencing homelessness in the City during harsh and severe weather conditions, such as heavy rainstorms, Honorable Mayor and City Council

heat advisories, sustained cold weather, and flash floods. The ERP, referred to as the Inclement Weather Shelter (IWS) by the City, offers emergency shelter during such conditions to help prevent weather-related medical conditions, including but not limited to heatstroke, hypothermia, and pneumonia, caused by exposure to the elements.
702 W. Anaheim St. Long Beach, CA 90813
The facility located at 702 W. Anaheim St., Long Beach, CA 90813 will be undergoing tenant improvement redevelopment. This project will modernize and rehabilitate the existing facility to meet current code and standards for safety, accessibility, and service delivery. The building will undergo extensive upgrades, including installing a new HVAC system, constructing new restrooms and shower facilities to support increased capacity. Additionally, structural retrofitting and comprehensive Americans with Disabilities Act (ADA) upgrades throughout the building will enhance long-term safety, accessibility, and resilience. Site enhancements will improve overall functionality by reconfiguring the parking lot to accommodate ADA-compliant parking spaces and designated loading zones. Interior renovations will modernize the space to streamline case management and service coordination.

The 702 W. Anaheim YRS is typically located directly at the facility and serves up to 81 slots per night. However, during the redevelopment project, operations will temporarily transition to an alternate, City-owned facility at 1827 W. Spring St., Long Beach, CA 90810. The requested recommendations for the 702 W. Anaheim facility will apply to both locations: 702 W. Anaheim St. and 1827 W. Spring St.

City Council approval is requested to execute an agreement with the County of Los Angeles (County) for the use of City-owned facilities located at 702 W. Anaheim St. Long Beach, CA 90813 and 1827 W. Spring St. Long Beach, CA 90810. The County will fully fund and directly oversee operations and services for the Year-Round Shelter Program, assuming full administrative responsibility for daily operations, service provider oversight, participant matching, case conferencing, and grievance management. The City’s role will be limited to serving as the property landlord.

City Council approval is requested to execute an agreement with PATH, of Los Angeles, for the use of City-owned facility located at 702 W. Anaheim St. Long Beach, CA 90813 and 1827 W.

Spring St. Long Beach, CA 90810. The City’s Health and Human Services Department, Homeless Services Bureau, manages the logistics facility, which serves as Interim Housing for participants experiencing homelessness.

The agreement will ensure that the partner organization provides support in alignment with the City’s homeless response efforts. Organizations utilizing space at the City-owned homeless services facilities are required to be a non-profit or government agency and address a critical need at the local level. PATH must comply with City insurance requirements. As per City requirements, the occupant must execute an agreement with the City. All agreements are to be reviewed and approved by the City Attorney’s Office.

Additionally, approval is requested for a joint agreement with PATH and the County of Los Angeles to outline the responsibilities of each party. The agreement will be operational from July Honorable Mayor and City Council

6841 – 6847 Atlantic Ave. (Atlantic Bridge Community)
The ABC Year-Round Shelter is located directly at the facility. The site will continue to provide IH services for participants experiencing homelessness for up to 125 slots per night.

City Council approval is requested to execute an agreement with the County of Los Angeles for the use of City-owned facility located at 6841 – 6847 Atlantic Ave. Long Beach, CA 90805. Of the 125 slots at the ABC YRS, the County will fund 30 slots per night. The County and City will have two separate YRS Programs at the ABC site.

The agreement will permit the County to oversee operations and services for the County YRS Program and maintain full administrative responsibility for daily operations, service provider oversight, participant matching, case conferencing, and grievance management for the 30 county-funded slots. The City’s role will be limited to serving as the property landlord for the County YRS Program.

Separately, the City will fund and administer the Long Beach ABC YRS for the remaining 95 slots. The City will execute a new agreement with PATH for the operations and support services for the program. The agreement will expire on March 15, 2027, with the option to renew for an additional three-month period.

The City will release a Request for Proposals (RFP) for the Long Beach Year-Round Shelter Operations and Support Services following the expiration of the agreement with PATH. The competitive solicitation will be limited to the City-funded slots at the Long Beach ABC YRS Program. The City may recommend an applicant for the ongoing operations and supportive services for the County-funded YRS Programs.

Background
The County and the City of Los Angeles historically provide funding to LAHSA through a Joint Powers Agreement to oversee countywide homeless services and to operate the county-funded Interim Housing Programs. As the administrative authority, LAHSA was responsible for selecting and contracting with the program providers for programs, such as IH, through a competitive application process and overseeing program operations.

IH is designed to support persons experiencing homelessness by offering safe, temporary shelter while they work towards permanent housing. The program aims to immediately address unsheltered homelessness, connect participants with long-term housing options, and provide comprehensive supportive services. While in Interim Housing, participants have access to case management, housing navigation, mental health support, connections to mainstream benefits, meals, laundry facilities, and other essential services to promote stability and self-sufficiency.

On October 14, 2025, City Council approved to accept and expend grant funds for the 702 W.

Anaheim (702) and the Atlantic Bridge Community Year-Round Shelter programs. The grants were awarded from the LAHSA 2025 IH RFP, in which the City was identified, selected, and awarded funding for the City’s ABC and 702 IH Programs.

In Summer 2025, the City released its RFP for the YRS Operations and Support Services; however, only one responsive proposal was received. Due to the receipt of one responsive proposal and the requirement to have an agreement in place by April 1, 2026, reissuing the RFP was not feasible as it could create a lapse in critical services.

On March 10, 2026, City Council approved to adopt a resolution executing contracts with PATH, of Los Angeles, for the operations and supportive services for the 702 and ABC YRS programs for a period of one year beginning March 16, 2026, with the option to renew for one, additional three-month period.

On April 1, 2025, County of Los Angeles Board of Supervisors approved to establish a County department dedicated to homeless service delivery. This new department would streamline operations by creating a joint administrative team combining Housing for Health and the Chief Executive Office – Homeless Initiative, using Housing for Health's existing operations, contracting, payments, and provider engagement as the foundational framework. The initiative includes transitioning targeted County funding managed by LAHSA to the new department, setting a completion deadline of July 1, 2026. On July 1, 2025, the County approved the name for the newly established County Department, Homeless Services & Housing (HSH).

Effective July 1, 2026, the County is utilizing the updated framework to transition County funding streams and administrative oversight away from LAHSA to a newly established County department for homeless services. Under the HSH framework, subcontracting will no longer be permitted for HSH-funded contracts. As a result, the County will directly manage the execution of program operations, and supportive services. This policy shift directly impacts the 702 and ABC YRS programs, where the City has historically acted as a pass-through entity to competitively procure IH programs and services. To align with the updated policy, the County permitted an extension beyond July 1, 2026, to allow the City to coordinate and transition oversight of the projects to HSH. The City will continue working with the County to plan and implement the transition from the current funding structure and framework.

This matter was reviewed by Deputy City Attorney Nicholas Masero on September 21, 2026, and by Budget Analysis Officer Greg Sorensen on September 25, 2026.

TIMING CONSIDERATIONS
City Council authorization is requested to accept and expend grant funds and enter into agreements on October 13, 2026, to ensure there is no gap in services.

CITY MANAGER

FISCAL IMPACT
The City will receive funding in an amount not to exceed $4,392,020 for a one-year period beginning July 1, 2026, with the option to extend for one additional one-year period. An appropriation increase in Fiscal Year 2026 in the amount of $4,392,020 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenue.

Non-reimbursable costs that might not ultimately be eligible for grant funds will be funded by the General Fund or other eligible funds. However, it is anticipated that this grant will provide a positive impact of $137,497 to the City’s operating funds due to reimbursable indirect costs.

This recommendation has no staffing impact beyond the budgeted scope of duties and is consistent with existing City Council priorities. No match or in-kind service is required. There is no local job impact associated with this recommendation.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Alison King
Director
