City of Long Beach
California
RECOMMENDATION:
Recommendation to adopt Specifications No. RFQ AP-26-708 and award a contract to The Kennard Development Group dba KDG Construction Consulting, a California corporation, of Glendale, CA, for providing construction management services for the Taxiway F Realignment and Reconstruction Project at the Long Beach Airport, in a total contract amount not to exceed $3,294,529, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize the City Manager, or designee, to execute all documents necessary to enter into the contract, including any amendments. (District 5)
DISCUSSION
City Council approval is requested to enter into a contract with The Kennard Development Group dba KDG Construction Consulting (KDG) for providing construction management services for the Taxiway F Realignment and Reconstruction Project (Project) at Long Beach Airport (Airport).
The Airport is responsible for maintenance of the airfield pavement, including runways, taxiways, and other necessary access points. Pavement condition surveys are completed approximately every three years to plan and prioritize maintenance based on need and criticality. Based on the surveys completed in 2018, 2021 and 2024, the Airport identified reconstruction and rehabilitation of Taxiway F, programmed in the Airport Capital Improvement Plan for Federal Fiscal Year 2026, to preserve airfield safety and capacity for our general aviation partners.
On May 19, 2026, the City Council authorized the execution of a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant; the AIP grant was fully executed on August 20, 2026, in the amount of $27,088,053. On September 15, 2026, the City Council awarded a construction contract in the amount of $24,217,443, including a 10% contingency, to All American Asphalt for Taxiway F.
Construction management services are necessary on airfield construction projects to ensure work is safely coordinated, contract-compliant, quality-controlled, and executed without compromising airport operations or regulatory requirements. The City has historically used consultants on an as-needed basis to perform construction management and other related services.
A Request for Qualifications (RFQ) was conducted to secure construction management services in accordance with FAA regulations and requirements. The RFQ identified three projects: the Long Beach Airport

Taxiway F Realignment and Reconstruction Project, the Security Screening Checkpoint (SSCP) Improvements Project, and the Terminal Networking Main Point of Entry (MPOE) Improvements Project. Council approval is currently being sought for the Taxiway F Realignment and Reconstruction Project. The SSCP and MPOE projects are in negotiations and will be awarded at a later date.
The RFQ was advertised in the Long Beach Press-Telegram on April 3, 2026, and 114 potential firms specializing in engineering services were notified of the RFQ opportunity. Of those firms, 112 downloaded the RFQ via the City’s electronic bid system. The RFQ documents were made available from the Procurement Services Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. The RFQ announcement was also included in the Procurement Services Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned business groups. There were 4 Statements of Qualifications (SOQs) received on May 14, 2026. Of those 4 SOQs, 3 were a certified Small Business Enterprises (SBEs), none were Disadvantaged Business Enterprises (DBEs), 2 were Minorityowned Business Enterprises (MBEs), 1 was a Women-owned Business Enterprise (WBE), and 1 was a Long Beach vendor (Local).
A three-member Selection Committee, comprised of two representatives from the Airport and one from the Port of Long Beach, reviewed and evaluated the SOQs in accordance with the criteria as stipulated in the RFQ. Based on a thorough review and extensive evaluation of the SOQs, all four SOQs were invited to interview and present their general project proposal to the Selection Committee.
After a thorough review and evaluation process, the Selection Committee selected KDG (MBE and WBE) for the Taxiway F Realignment and Reconstruction project. KDG best demonstrated qualifications and knowledge specific to the needs, operating environment, and unique circumstances at the Airport. The KDG team has strong familiarity with FAA regulations, policies, and technical specifications. Their experience in airport stakeholder engagement and coordination will provide for an exceptional project outcome and tenant satisfaction while minimizing operational impacts.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Procurement Services Division also assists businesses with registering on the Long Beach Buys platform to download RFQ specifications. Through outreach, 7 Long Beach firms were notified to submit SOQs, of which 6 downloaded and 1 submitted a SOQ. The Procurement Services Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Marsha M. Yasuda on September 25, 2026, by Procurement Analyst Tommy Ryan on September 17, 2026, and by Budget Analysis Officer Greg Sorensen on September 24, 2026.
