PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA:
Eva Marshall - Kathy Way: Spoke on her on going frustration with a lack of follow through on her code enforcement complaints. She asked that address her complaints.
Pam Blake: Concurred with Eva Marshall's complaints asked that staff address the issues Cheryl Benson: Concurred with Eva Marshall's complaints asked that staff address the issues.
Alina Miller: Concurred with Eva Marshall's complaints asked that staff address the issues.
REGULAR AGENDA - (Continued from 4/12/2021)
Mayor Knisley recused herself from the public hearing as lives within 500 ft of the project location.
1. LOOMIS COSTCO PROJECT - Consideration of General Plan Text Changes General Plan and zoning code Text amendment for accessory uses - Addendum to the Environmental Impact Report Certification, General Plan and Zoning Code amendments, and Conditional use Permit
To approve the Loomis Costco Project through the following actions:
1. Certify the Addendum to the Loomis Costco Environmental Impact Report (EIR), and adopt the Findings as per the California Environmental Quality Act (CEQA);
2. Amend the Town of Loomis General Plan;

3. Amend to Town of Loomis Zoning Code; and
4. Approve a Conditional Use Permit and design review for a warehouse retail use with an accessory fueling station, subject to the conditions of approval.
RECOMMENDATION:
1. Continue the April 12th public hearing on the proposed Addendum to the Loomis Costco Environmental Impact Report, General Plan and Zoning Code amendments, and Conditional Use Permit;
2. Introduce and read by title only Ordinance 290 repealing Ordinance 285 and adopting the Zoning Code Amendment.

Eva Marshall: Requested that the conditions of approval for this project be enforceable.
Dottie Robinson: Asked if the traffic study for the project needs to be updated Motion to move staff recommended action: Councilmember Baker 2nd: Councilmember Clark-Crets Ayes: Baker, Duncan, Cartwright, Clark-Crets
