12. A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS

APPROVING AND ADOPTING THE LOCAL ROAD SAFETY PLAN, AND DELEGATING AUTHORITY

TO THE TOWN ENGINEER TO ADOPT FUTURE PLAN UPDATES
Approximately every two years, competitive grant funding is made available for transportation projects under the Highway Safety Improvement Program (HSIP).

One of the eligibility requirements for submitting an HSIP application is that an agency must have completed a Local Roadway Safety Plan (LRSP). Because the Town has several projects which it believes might qualify for HSIP funding, a task order was authorized with Wood Rodgers, who serves as the Town's on-call Traffic Engineer, to complete a draft LRSP for the Town.

RECOMMENDATION
Staff recommends that the Town Council adopt a Resolution approving and adopting the draft Local Road Safety Plan (LRSP) prepared by Wood Rodgers, Inc., and delegate authority to the Town Engineer to adopt future plan updates.

13. PLACER COUNTY TRANSPORTATION PLANNING AGENCY PRESENTATION:

South Placer County Transportation Sales Tax Measure Update

RECOMMENDED ACTION
Receive a presentation from Mike Luken, Executive Director of the Placer County Transportation Planning Agency (PCTPA), on the need, status and outreach planned for a potential 2024 South County Transportation Sales Tax Measure, how it could impact the Town of Loomis, as well as a discussion of other approaches to funding transportation infrastructure in Loomis.

Councilmember Duncan voiced confusion over state regulations regarding road use, VMT, and housing density
Councilmember Clark-Crets stated that one of our biggest challenges is our roadways and the state of our roadways in several areas of the Town, and the difficulty in finding funding to take care of our roads. She added that the Horseshoe Bar overcrossing and the intersection of Sierra College and Taylor Road are areas of great concern.

Councilmember Baker spoke on the need for coordinated effort between local and regional entities to achieve the needed improvements. He added that the regional upgrades and improvements lead to improvements in traffic congestion in Loomis.

Mayor Knisley concurred with Councilmember Clark-Crets on the traffic "hot spots" in Loomis, and these areas need to be improved as they pose a substantial safety concern here in Town.

PUBLIC COMMENT
Sonja Cupler- Tudor Way: Ask for an explanation of the sales tax procedure and details.

14. AS THE REPRESENTATIVE FROM LAFCO IS NOT IN ATTENDANCE, THIS PRESENTATION WILL BE RESCHEDULED.

PLACER COUNTY LOCAL AGENCY FORMATION COMMISSION (LAFCO) PRESENTATION.

The Town Council recently requested a "LAFCO 101" informational presentation from Placer County LAFCO. Executive Director Michelle Mclntyre will be at tonight's meeting to provide that presentation.

Placer Local Agency Formation Commission, or Placer LAFCO, is a state mandated independent regulatory body whose role is to encourage the orderly formation of local governmental agencies, preserve agricultural and open space resources, and discourage urban sprawl through the review of city and special district boundary changes and the extension of the services they provide. Specifically, Placer LAFCO has jurisdiction within Placer County over proposed special district and city annexations and detachments, district formations and dissolutions, . consolidations and mergers, city incorporations and disincorporations and the formation of subsidiary districts.

16. RFP FOR 3800 TAYLOR ROAD REDEVELOPMENT
9/19/2022 8:12 AMP:1Clerk\1 Agendas|2022\15 September 13, 202211 Final Action Minutes August 9, 2022 doc 5 The Town Council previously provided direction to Staff to begin the process of potentially selling several Town-owned properties. Of those properties, the WW Moulding Plant property on Taylor Road has been a particular focus. The Town previously released two RFP's for the redevelopment of the property, and in both cases, the negotiations tell through.

Since that time, there has again been considerable interest in the property. Council directed staff to bring back a new RFP when the Strategic Plan Update was approved in May, 2022.

The attached RFP is written in a way that allows for flexibility to potential developers - staff feels it is important to "cast the net" as widely as possible. It is very similar to the last RFP but has been updated to reflect discussions during the strategic planning session.

RECOMMENDED ACTION
Staff recommends the Town Council review the attached Request for Proposals (RFP), provide any additional input on the document, and authorize the Town Manager to release the RFP for a period of approximately 60 days.

PUBLIC COMMENT
Jesse Lunsford- Smokewood Court: Asked about the purpose / pros and cons of using a broker for the project
