PUBLIC HEARING

13. A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS UPDATING AND APPROVING BUILDING DEPARTMENT FEES, EFFECTIVE NOVEMBER 14,2022 A recent survey has found that Loomis’s building permit cost is the second lowest in the State, only ahead of Siskiyou County. The cost of building permits and inspections should be borne by the property owner, but the Town of Loomis’s fee structure has not been updated in many years. When such fees don’t cover the full cost of the activity, the difference is borne by the Town’s taxpayers in general

RECOMMENDATION
Adopt resolution.

PUBLIC COMMENT
Dave Dalli – Del Mar: Spoke against the request to update building fees Miguel Ucovich- Craig Court: Asked for a better system of notifying residents that an inspection has occurred at the property
Councilmember Baker stated he would like to see a study done to further understand the needs and costs.

Councilmember Duncan concurs on the need for a study, stating the need is long overdue Councilmember Clark-Crets concurs
Mayor Knisley concurs
Motion to move recommended action: Councilmember Clark-Crets; 2nd: Councilmember Duncan Ayes: Clark-Crets, Duncan, Baker, Cartwright, Knisley

14. A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOOMIS UPDATING THE PLANNING DEPARTMENT FEE SCHEDULE, EFFECTIVE NOVEMBER 14, 2022
In 2009, the Town contracted with Sinclair and Associates to update our planning department fees. They calculated those fees on a cost recovery basis, which means that all costs relating to a specific activity (or Town Services) should be paid by the applicant. These fees have not been increased since they were adopted. The problem here is that the cost of these activities now exceeds the fees collected. This puts a burden on the general fund, and essentially, the taxpayers of the Town.

RECOMMENDATION
Adopt resolution
