Mayor Cartwright discussed the issue of Child Trafficking and spoke to the strong message presented in the movie "Sound of Silence".
Councilmember Knisley asked for an update on the National Night Out Event.

Town Manager Wes Heathcock highlighted the following -

The UC Master Gardeners plan for the Library
LOOMIS LIBRARY AND COMMUNITY LEARNING CENTER LIBRARIAN'S REPORT Library Director Sarah Comstock spoke on the many summertime activities going on at the Loomis Library and Community Center. Please check out the calendar of events on the website https://loomislibrary.org/
LOOMIS CHAMBER OF COMMERCE UPDATE •
Loomis Chamber manager K.D. Molnar spoke on the Chamber Coffee Connection, the Chamber Mixer, Family Fest and Summer Concert Series.
She also spoke on the one year "pause" of the Eggplant Festival and the efforts being made to possibly reverse this decision and bring forward a revised version of the Eggplant festival.

Gary Sevelli - Arcadia: Spoke on a fundraiser being held on September 10, 2023 Pam Blake - Arcadia: Spoke on the Library Survey whole town mail out that she received. She had questions on the cost, number of addresses sent to and the number of responses received. She also spoke about the Eggplant cancellation for this year.
Dottie Robinson - Mallard Way: Expressed disappointment of the "pause" on the Eggplant Festival for 2023 Miguel Ucovich - Craig Court: Asked that the Electronic Board Sign Ordinance be brought forward for approval.

9. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Approving Plans and Specifications for the Sunrise Loomis Playground project #22-17. Authorizing the advertisement for bids, Appropriating $100,000 to the project from the park development fund (316.4), authorizing a $325,000 construction budget, authorizing the award of a construction contract if the bids are within the construction budget, authorizing a not to exceed $160,000 contract with the specified Play equipment in Belmont, California for purchase of Play Equipment, and authorizing the execution and recordation of a Deed Restriction.
10. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION Authorizing the Town Manager to execute a Sole-Source agreement with Desert View Power LLC to purchase SB 1383 procurement compliance attributes.

Professional services with Bellecci in the amount of $143,732.
