9. LOOMIS MUNICIPAL CODE ORDINANCE AMENDMENT: ESTABLISHING USER FEES TO TITLE 3 –

REVENUE AND FIINANCE
The Town currently charges user fees for certain services. A user fee is a service provided to a citizen or group for the user's benefit, not the Town in general. Per the law, service fees must be cost-based and cannot exceed the cost to provide the service. The Town has not conducted a comprehensive review of its fees in recent years, therefore, the Town engaged Matrix Consulting Group (Matrix) to conduct a comprehensive user fee study. This ordinance is amending the Municipal Code, approval of the updated fee schedule will be presented at a later date.

RECOMMENDED ACTION
Introduce and waive the first reading (by title only) of an Ordinance Amending the Loomis Municipal Code to Establish Chapter 3.30 “User Fees” to Title 3 Revenue and Finance of the Loomis Municipal Code.

On November 12, 2024, the Town Council adopted Ordinance #299 amending Title 13 Zoning Ordinance of the Town of Loomis Municipal Code to implement adopted Housing Element Programs and maintain consistency with the General Plan.

These Zoning Ordinance amendments were provided to the California Department of Housing and Community Development (HCD) on November 13th, as evidence of compliance with HCD requirements.

HCD identified an error in the multifamily guest parking requirements in Table 3-7 on January 15, 2026 and is requiring that the Town correct the error within three to six months per HCD’s 4/9/2026 10:37 AMhttps://townofloomis.sharepoint.com/sites/files/Files/Clerk/1 Agendas/2026/6 April 14, 2026/0 TC Agenda 20260413 final.doc 4 February 27, 2026.

11. AMENDMENT TO THE TOWN OF LOOMIS MUNICIPAL CODE TITLE 13 ZONING ORDINANCE CHAPTER 13.38 SIGNS
The current text of Municipal Code Chapter 13.38 Signs was first adopted in 2003 under Ordinance 205. Since that time, interest in programmable digital display signs has grown. The proposed amendments address programmable digital display signs and clarify various other sections in the Sign Ordinance for readability, consistency, and correction.

Amendments are proposed to Section 13.38.020 through 13.38.070.
