SEPTEMBER 23, 2024 CITY COUNCIL MEETING

ACCELERATED WARRANT QUESTIONS AND RESPONSES
The Accelerated Warrant Policy allows Council Members to ask questions before the meeting so Staff and Council can have the appropriate information available to them before the Council meeting. The policy can be found online here:
https://cityoflosalamitos.org/DocumentCenter/View/4238/206---Accelerated-WarrantPolicy-PDF

The Limited Printing Policy adopted within the Council Handbook restricts printing to essential documents only and encourages the use of digital alternatives wherever possible. The policy can be reviewed online here:
https://cityoflosalamitos.org/DocumentCenter/View/4239/207---City-Council-HandbookPDF

As the Council is aware, Staff is diligently working toward digitizing the Warrant process.

For now, warrants remain a physical paper process. Pulling and copying invoices is labor intensive and exceeds the small print job (10 pages or less) outlined in the Council policy; therefore, copies will not be produced at this time.

Council is encouraged to make an appointment through the City Clerk’s office to review the physical copies of any warrants/invoices in question.

Murphy’s Requests

1. Copies of the invoices for the specified expenses.

2. A brief explanation of the purpose for each of the incurred expenses.

The specific items in question are as follows:

1. CITY GREEN CONSULTING for (3) Trash Consulting expenses in the amount of $9,405.75. Copy of the invoices please.
(Formerly Michael Balliet) is the City’s trash consultant. They assist us with reporting to the state, checking the compliance of our trash vendor, UWS, and assessing waivers requested by businesses and residents of Los Alamitos.

2. CUSTOM INK for City Hawaiian Shirts in the amount of $4,258.57: Is it necessary to continue using the general fund to cover the cost of purchasing apparel. I would like to better understand the rationale behind this decision, as it is important that we ensure the most prudent use of city resources.

Providing City-Branded apparel increases our organization's brand awareness, boosts morale, reinforces company culture, and provides a uniform, professional look. In Development Services, the Council adopted budget includes approximately $8,000 annually to cover these items out of an approximate $5 million budget.

3. TECHARTS for Audio/Visual Equipment in the amount of $57,614.04: What is the purpose? Copy of the invoice(s) please.

This is for the AV Equipment (speakers, projector screens, projectors) and installation at the Community Center.

4. WOODRUFF & SMART for Litigation Services in the amount of $24,918.72. Copy of the invoice(s) please.

Billing descriptions contain confidential communications that are subject to the attorney-client privilege and are therefore protected from disclosure.

5. REDFLEX TRAFFIC SYSTEMS for Red Light Cameras in the amount of $21,772.18. Copy of the invoice(s) please.
