SPECIAL MEETING

1. CALL TO ORDER
The City Council met in Regular Session at 6:10 p.m., Tuesday, February 18, 2025, in the Council Chamber located at 3191 Katella Ave., Los Alamitos, CA 90720, Mayor Hasselbrink presiding.
2. ROLL CALL

3. ORAL COMMUNICATIONS
At this time, any individual in the audience may come forward to speak on any item within the subject matter jurisdiction of the City Council. Remarks are to be limited to not more than five minutes per speaker.
Mayor Hasselbrink opened Oral Communications. There being no one present wishing to speak, Mayor Hasselbrink closed Oral Communications.
4. SPECIAL ORDER OF THE DAY
A. Interviews and Appointments for City Commissions
This report provides relevant information by which the City Council may interview and appoint members to City Commissions.
City Clerk Quintanar provided an update on the applicants for Council’s consideration. Incumbents Mary Ann Cuilty, Bruce Murphy, and, Elvester Richardson were unavailable and submitted applications for consideration.

2. Consider Commission Incumbent in lieu of an interview; and, Planning Commission

City Clerk Quintanar referred to the Indications of Support and requested the Council complete and submit the form.
City Clerk Quintanar read the following indications of support for the Personnel Appeals Commission: Catherine Manning – 5; Bruce Murphy – 1; Elvester Richardson – 4; Donisha Quiller – 4; Cathie Salai – 1; and, Melinda Tolmosoff – 4.
Motion/Second: Doby/Hibard
Unanimously Carried: The City Council appointed Catherine Manning, Elvester Richardson, Donisha Quiller, and Melinda Tolmosoff to the Personnel Appeals Commission, with one term expiring December 2026, and 3 terms expiring December 2028, to be decided by the Commission at its next meeting.
City Clerk Quintanar read the following indications of support for the Planning Commission: Mary Anne Cuilty – 5; Shannon Griego – 5; and, Linda Heichman – 4.
Motion/Second: Doby/Hibard
Unanimously Carried: The City Council appointed Mary Anne Cuilty, Shannon Griego, and Linda Heichman to the Planning Commission, with three-year terms expiring December 2027.

5. CLOSED SESSION
Mayor Hasselbrink announced there would be no Closed Session.
A. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION
Pursuant to paragraph ( 1) of subdivision ( d) of Section 54956.9 of the California Government Code: Los Alamitos Luxury Apartments v. City of Los Alamitos, Orange County Superior Court Case No. 30-2023-01309111- CU-BC-CJC.
6. ADJOURNMENT
