RE: Consent Calendar Item 10C – Support for Fee Waiver Request from Precious Life Shelter for Proposed Affordable Housing Project
Honorable Mayor Hasselbrink and Los Alamitos City Council Members, The Kennedy Commission (the Commission) is a broad-based coalition of residents and community organizations advocating for the production of homes affordable for families earning less than $30,000 annually in Orange County. Since 2001, we have successfully partnered with jurisdictions across the county to create housing and land-use policies that increase affordable housing opportunities for lower-income working families.

We are writing in support of the request submitted by Precious Life Shelter to waive the associated Site Development Permit (SDP) and Conditional Use Permit (CUP) fees for their proposed affordable housing and social service project at 10901 and 10905 Reagan Street. The project, which includes 10 new supportive housing units above a social service office, will provide a safe and stable environment for pregnant women experiencing housing insecurity—offering emergency shelter, transitional housing, and long-term support services. These types of deeply affordable, service-enriched housing developments are vital to addressing the urgent needs of our most vulnerable neighbors.

Waiving the approximately $9,564 in permit fees would remove a meaningful financial barrier for this nonprofit developer and demonstrate the City’s commitment to supporting the creation of affordable and supportive housing. We commend Precious Life Shelter’s decades-long dedication to improving housing stability and opportunity for low-income women and families in crisis.

Providing fee relief is an important way the City can support mission-driven organizations working to meet critical housing needs without relying on public subsidies or market-driven projects.

We thank the City of Los Alamitos for its continued efforts to foster housing solutions that serve lower-income and vulnerable community members. We respectfully urge you to approve this fee waiver request and continue to champion supportive and affordable housing initiatives throughout the City. If you have any questions, please feel free to contact me at (949) 250-0909 or [email protected].

Sincerely,
Cesar Covarrubias
Executive Director
