A. Annual Comprehensive Financial Report for June 30, 2025 (Finance)
The fiscal year 2024-25 audit reports are presented for the Council's receipt and consideration.
Recommendation: Receive and file the fiscal year 2024-25 audit reports.
B. Ordinance No. 2025-13 - State Mandated Update to Accessory Dwelling Unit (ADU) Regulations (ZOA 25-04)
Consideration of a Planning Commission resolution recommending that the City Council adopt Ordinance No. 2025-13 to amend and restate Section 17.28.020 of the Los Alamitos Municipal Code concerning the regulation of Accessory Dwelling Units (ZOA 25-04). The City Council introduced Ordinance No. 2025-13, at its Regular Meeting on November 17, 2025.
Recommendation: Adopt Ordinance No. 2025-13, entitled, “AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS
ALAMITOS, CALIFORNIA, AMENDING AND RESTATING SECTION
17.28.020 OF THE LOS ALAMITOS MUNICIPAL CODE CONCERNING THE REGULATION OF ACCESSORY DWELLING UNITS (ZOA 25-04)." C. Resolution No. 2025-39 - Beverage Container Recycling City/County Payment Program FY 2025-26 (Development
Services)
This item requests Council approval of a resolution authorizing the City’s participation in the Fiscal Year (FY) 2025–2026 CalRecycle Beverage Container Recycling C ity/County Payment Program, which supports statewide efforts to achieve and maintain high recycling rates.
Recommendation:
1. Adopt Resolution No. 2025-39, entitled, “A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA,
APPROVING THE CITY’S PARTICIPATION IN CALRECYCLE’S
BEVERAGE CONTAINER RECYCLING CITY/COUNTY
PROGRAM TO SUPPORT THE ACHIEVEMENT AND
MAINTENANCE OF HIGH RECYCLING RATES”; and,
2. Authorize the City Manager to execute all Beverage Container Recycling Program documents concerning beverage container recycling program funds distribution for FY 2025-26.

D. Resolution No. 2025-42- Workers Compensation for Volunteers (Administration)
This report outlines and seeks consideration to approve Resolution No. 2025-42 to clarify volunteers as employees for the purpose of workers’ compensation coverage.
Recommendation: Adopt Resolution No. 2025-42, entitled, “A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS
ALAMITOS, CALIFORNIA, DECLARING ALL VOLUNTEERS TO BE
EMPLOYEES FOR THE PURPOSE OF WORKERS’ COMPENSATION
AND INSURANCE LAW”.

C. City Council Reorganization (Administration)
This report provides relevant information for the City Council’s annual reorganization, by the election of Mayor and Mayor Pro Tem. The City’s Charter requires roll call votes be taken for the election of these two Officers.
Recommendation: Elect Officers for the position of Mayor and Mayor Pro Tem by roll call vote.
D. City Council Member Appointments/Reappointments as
Representatives to other Agencies and City Committees for 2026 (Administration)
This report provides relevant information for the City Council’s annual appointments/reappointments of Council Members as representatives to other Agencies.
Recommendation:
1. Nominate and vote for appointments/reappointments regarding the Representatives to Other Agencies; and,
2. Nominate and vote for appointment to the City's Standing Committees; and,
3. Adopt Resolution No. 2025-40, entitled, “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS,
CALIFORNIA, DESIGNATING AND APPOINTING ITS
City Council Regular Agenda
December 15, 2025
REPRESENTATIVE TO THE ORANGE COUNTY FIRE
AUTHORITY’S BOARD OF DIRECTORS”; and,
4. Authorize the City Clerk to complete California Form 806, Agency Report of: Public Official Appointments and post on the City’s website.
