The annual cost will fluctuate based on OCAC’s service levels and the number of participating cities in the County's services each year.
12. DISCUSSION ITEM
A. Consideration of the Process for City Council Submission of a Ballot Argument in Favor of a Los Alamitos Hotel Tax (TOT Measure) (Administration)
The City is considering placing a ballot measure regarding the Los Alamitos Hotel Tax (TOT Measure) at the November 3, 2026, election. If the measure is placed on the ballot, the arguments for and against the measure must be submitted to the City Clerk by June 30, 2026.
Accordingly, the City Council must decide whether some or all of the Council Members would like to submit an argument in favor of the ballot measure and, if so, draft and approve the text of a ballot argument. Due to the constraints of the Brown Act, the development or approval of a ballot argument by more than two Council Members must occur at a noticed public meeting. Accordingly, advance consideration of the process for developing and approving arguments will help avoid a last-minute crisis or missed opportunity.
Recommendation:
1. Consider whether to submit a ballot argument signed by all five Council Members, or by two or less Council Members in favor of the proposed ballot question; or,
2. Provide direction to Staff concerning whether to schedule a future agenda item regarding the development and/or approval of the ballot measure argument.
B. Resolution No. 2026-23 – Personnel and Benefit Changes for NonRepresented Employees (Administration) This report outlines and seeks consideration to approve benefit changes for Non-Represented Employees.

EMPLOYEES”.
13. COUNCIL ANNOUNCEMENTS
At this time, Council Members may also report on items not specifically described on the Agenda that are of interest to the community, provided no action or discussion is taken except to provide Staff direction to report back or to place the item on a future Agenda.
14. ADJOURNMENT
I hereby certify under penalty of perjury under the laws of the State of California, that the foregoing Agenda was posted at the Los Alamitos City Hall, 3191 Katella Ave. and online at www.cityoflosalamitos.org not less than 72 hours prior to the meeting.
