SPECIAL MEETING
CALL MEETING TO ORDER - Jolie Houston, City Attorney, read AB2449 statement.
Motion by Meadows and Seconded by Fligor to authorize Vice Mayor Weinberg to attend the meeting remotely under the provisions of AB2449. Motion by Dailey and Seconded by Fligor to authorize Councilmember Lee Eng to attend the meeting remotely under the provisions of Councilmembers Dailey, Fligor and Mayor Meadows were in person at the meeting.
ESTABLISH QUORUM
PLEDGE ALLEGIANCE TO THE FLAG - Neysa Fligor, Councilmember, led the Pledge of Allegiance.
CONSENT CALENDAR
Motion by Dailey and Seconded by Fligor to approve the Consent Calendar. Motion carried unanimously by roll call vote.
1. Approve the draft regular meeting minutes for the meetings of November 14 and 28, 2023
2. Adopt a Resolution authorizing submittal of Grant Applications for CalRecycle Grant Programs and consider finding that the Council's action is categorically exempt from CEQA pursuant to Title 14 California Code of Regulations section 15308 as an action/project that will not have a significant impact on the environment and as an action taken by a regulatory agency for the protection of the environment, specifically, for the protection of the climate
SPECIAL ITEM
3. City Council Reorganization:
- Recognition of Outgoing Mayor Sally Meadows
- Council Election of Mayor and Vice Mayor to serve a one-year term Motion by Meadows and Seconded by Fligor to elect Jonathan Weinberg to the position of Mayor for a one-year term. Motion carried unanimously by roll call vote.
Motion by Weinberg and Seconded by Meadows to elect Pete Dailey to the position of Vice Mayor for a one-year term. Motion carried unanimously by roll call vote.
