CALL MEETING TO ORDER – Pete Dailey, Mayor, called the meeting to order at 7:00 p.m.
ESTABLISH QUORUM – All Councilmembers were present.
PLEDGE OF ALLEGIANCE – Larry Lang, Councilmember, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
There was no reportable action from the Closed Session meeting of June 24, 2025.
CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
SPECIAL ITEMS
Issue Proclamation Designating July as Parks Make Life Better Month Pete Dailey, Mayor, presented a proclamation to Manuel Hernandez, Parks and Recreation Director.

CONSENT CALENDAR
Pete Dailey, Mayor, announced Item 2 on the agenda would be moved to the meeting of July 8, 2025.
Motion by Meadows and Second by Fligor to move Item 2 (Agreement with Axon Enterprises) to the meeting of July 8, 2025. Motion carried unanimously by roll call vote.
Motion by Meadows and Second by Lang to adopt Items 1 and 3 of the Consent Calendar.
Motion carried 4-1 for Item 1 by roll call vote with Councilmember Weinberg opposed, and unanimously for Item 3 by roll call vote.
1. Adoption of Resolution – Purchase of Fleet Vehicles
Adopt a resolution authorizing the City Manager to approve the purchase of two 2025 Ford Police Interceptor Hybrid Patrol Vehicles as part of the vehicle replacement program for City owned fleet vehicles

2. Adoption of Resolution—Agreement with Axon Enterprise, Inc Adopt a resolution authorizing the City Manager to execute a contract with Axon Enterprise, Inc. ("Axon") for the purchase and deployment of public safety technology and equipment, in an amount not to exceed $451,700 over a 5-year contract.
This item was moved to the meeting of July 8, 2025.

Adopt a resolution providing direction to staff on fire protection services

4. Zoning Code Amendments - Design Review
Three actions for Council consideration:
Hold Public Hearing, Waive First Reading and Introduce the draft ordinances and consider the Planning Commissions June 5th, 2025, recommendations for the adoption of the proposed ordinances which include:
- An Ordinance of the City Council of the City of Los Altos Adding Chapter 14.77 (Design Review) to the Los Altos Municipal Code; and
- An Ordinance of the City Council of the City of Los Altos Repealing in its Entirety Chapter 14.76 and Chapter 14.78 for Existing Design Review Regulations; and - An Ordinance of the City Council of the City of Los Altos Amending Chapter 14.01 (Administration of Zoning) to the Los Altos Municipal Code; and Find that the proposed amendments are exempt from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines Nick Zornes, Assistant City Manager, presented the report.

Motion by Meadows and Second by Lang to waive the first reading and introduce an ordinance of the City Council of the City of Los Altos Adding Chapter 14.77 (Design Review) to the Los Altos Municipal Code. Motion carried unanimously by roll call vote.

Motion by Meadows and Second by Lang to waive the first reading and introduce an ordinance of the City Council of the City of Los Altos Repealing in its Entirety Chapter 14.76 and Chapter
14.78 for Existing Design Review Regulations. Motion carried unanimously by roll call vote.
Motion by Meadows and Second by Lang to waive the first reading and introduce an ordinance of the City Council of the City of Los Altos Amending Chapter 14.01 (Administration of Zoning) to the Los Altos Municipal Code. Motion carried unanimously by roll call vote.
The City Council unanimously found that the proposed amendments are exempt from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.
DISCUSSION ITEMS
5. Adoption of Resolution - America 250 Flag Raising
Adopt a Resolution to raise the America 250 Flag
Anthony Carnesecca, Assistant to the City Manager, presented the report.
There were no public speakers regarding the item.
Resolution failed due to lack of motion.
6. Introduce an Ordinance - E-Bicycle and E-Scooter Regulation Waive First Reading and Introduce an Ordinance of the City Council of the City of Los Altos Repealing Chapter 8.32 in its entirety and replacing it with a new Chapter 8.32 entitled “Bicycle and Electric Mobility Devices” to Title 8 (Vehicles and Traffic) of the Los Altos Municipal Code
Steven Son, Capital Improvements Manager, presented the report.
The following member of the public spoke regarding the item:

The Council amended section D5 of the ordinance.
Motion by Meadows and Second by Lang to waive the first reading and introduce an ordinance, as amended, of the City Council of the City of Los Altos Repealing Chapter 8.32 in its entirety and replacing it with a new Chapter 8.32 entitled “Bicycle and Electric Mobility Devices” to Title 8 (Vehicles and Traffic) of the Los Altos Municipal Code. Motion carried 3-2 by roll call vote with Councilmember Weinberg and Vice Mayor Fligor opposed.
