CALL MEETING TO ORDER – Pete Dailey, Mayor, called the meeting to order at 7:00 p.m.
ESTABLISH QUORUM – All Councilmembers were present.
PLEDGE OF ALLEGIANCE – Pete Dailey, Mayor, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
There was no Closed Session meeting held.
CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.

There were no speakers during Public Comment.
CONSENT CALENDAR
Sally Meadows, Councilmember, announced an amendment to Item 1.
Motion by Lang and Second by Fligor to approve the Consent Calendar, as amended. Motion carried unanimously by roll call vote.
1. Approval of Meeting Minutes
Approve the Draft Meeting Minutes for the Regular Meeting of October 14, 2025
2. Adoption of Resolution - Amendment to a Professional Service Agreement Adopt a Resolution authorizing the City Manager to execute an Amendment No.1 to the Professional Service Agreement with Harris & Associates in the Amount of $129,811.06 for the Downtown Parking Lot Resurfacing Project
3. Adoption of Resolution - Fire Protection Services Contract Adopt a resolution regarding fire protection service options in the City of Los Altos
4. Adoption of Resolution - Donation Acceptance
Adopt a resolution accepting a $100,000 donation from the Chou Family for public safety improvements and allocating the full amount to the 999 Fremont Capital Project (Project No. 10004 / CF-01006)

Issue Proclamation Recognizing the Chou Family Donation for the 999 Fremont Police Substation
Pete Dailey, Mayor, presented the proclamation to a member of the Chou Family.
PUBLIC HEARING
5. 2025 Los Altos Building Code Updates
Two actions for Council consideration:
• Adopt an Ordinance of the City Council of the City of Los Altos Repealing in its Entirety Title 12 for Buildings and Construction of the Los Altos Municipal Code; and
• Adopt an Ordinance of the City Council of the City of Los Altos Adding Title 12 for Buildings and Construction to the Los Altos Municipal Code Including Chapters
12.04, 12.06, 12.08, 12.10, 12.12, 12.14, 12.16, 12.18, 12.20, 12.22, 12.24, 12.26,
12.28, 12.30, 12.32, 12.34, 12.36, 12.38, and 12.40 to Adopt by Reference the 2025 California Building Codes with Local Amendments; and Find that both actions are exempt from environmental review pursuant to Section 15061(b)(3) and 15308 of the California Environmental Quality Act (CEQA) Guidelines.
Veronica Tinoco, Building Official, presented the report.

Motion by Weinberg and Second by Meadows to waive second reading and adopt an Ordinance of the City Council of the City of Los Altos repealing in its Entirety Title 12 for Buildings and Construction of the Los Altos Municipal Code and find that the motion is categorically exempt from CEQA. Motion carried unanimously by roll call vote.

DISCUSSION ITEM
6. Discuss Los Altos Chamber of Commerce Contract Amendment Amend contract with Los Altos Chamber of Commerce
Kim Mosley, Director of the Chamber of Commerce, presented the report.
There were no speakers regarding the item.
The City Council directed staff to return to a future meeting with a contract amendment to remove all portions pertaining to the Los Altos Magazine for FY25-26, FY26-27, and FY27-28.
