CALL MEETING TO ORDER – Sally Meadows, Mayor, called the meeting to order at 7:00 p.m.
ESTABLISH QUORUM – All Councilmembers were present.
PLEDGE OF ALLEGIANCE – Los Altos Girl Scout Troop 61074, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
There were no public comments and no reportable action to the Closed Session meetings held on February 3, 2026 at 6:30 p.m., and February 10, 2026 at 5:30 p.m.
CHANGES TO THE ORDER OF THE AGENDA
Motion by Meadows and Second by Weinberg to move Item 6 Review of Council Norms and Procedures to after Item 7 Discussion of City Council Vacancy. Motion carried unanimously by roll call vote.

There were no speakers on the Consent Calendar items.
Motion by Lang and Second by Meadows to approve the Consent Calendar. Motion carried unanimously by roll call vote.
1. Approval of Meeting Minutes - Draft Regular Meeting of January 27, 2026
2. FY2025 Annual Comprehensive Financial Report (ACFR)
Accept the City’s Annual Comprehensive Financial Report (ACFR) for the fiscal year ended June 30, 2025, as presented by the City’s independent auditors.
3. Adoption of Resolution - Caretaker House Demolition Project Acceptance Adopt a resolution accepting completion of the Caretaker House Demolition Project (CF-01049); authorize the Park & Recreation Director to record a Notice of Completion as required by law; and find the project categorically exempt from the City of Los Altos

Motion by Weinberg and Second by Lang to Adopt a Resolution approving the FY2025/26 Mid-Year Financial Update and Budget Adjustments. Motion carried unanimously by roll call vote.
Motion by Weinberg and Second by Lang to Adopt a Resolution approving the updated FY2025/26 Pay Schedule. Motion carried unanimously by roll call vote.
5. Discuss Number of Commissioners on Commissions
Provide direction on any adjustments to the Commissions of the City of Los Altos Sally Meadows, Mayor, opened the item.
There were no speakers regarding the item.
The City Council discussed amendments for City Commissions and Committees.
The item will return for final adoption at a future meeting date.

6. City Council Discussion - Vacancy
Discuss and provide direction on City Council vacancy
The City Council discussed options for filling the City Council vacancy.
There were no speakers regarding the item.
Motion by Weinberg and Second by Dailey to call a Special Election to fill the City Council vacancy on the November 3, 2026 election ballot. Motion carried unanimously by roll call vote.
