CALL MEETING TO ORDER – Sally Meadows, Mayor, called the meeting to order at 8:30 p.m.
ESTABLISH QUORUM – All Councilmembers were present.
PLEDGE OF ALLEGIANCE – Jonathan D. Weinberg, Councilmember, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
There was no Closed Session meeting held prior to the February 24, 2026 meeting.
CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.

CONSENT CALENDAR
There were no speakers on the Consent Calendar items.
Motion by Dailey and Second by Lang to approve the Consent Calendar. Motion carried unanimously by roll call vote.
1. Approval of Meeting Minutes – Draft Regular Meeting of February 10, 2026
2. Adoption of Resolution - Calling for Special Election to Fill Council Vacancy Adopt a resolution calling for a special municipal election to fill a vacancy on the City Council and requesting consolidation and election services with Santa Clara County
PUBLIC HEARINGS
3. Public Hearing - Annual Weed Abatement
Conduct a Public Hearing for consideration of any appeal requested for the removal of property identified on the 2026 Weed Abatement Program Commencement Report Stephanie Williams, Development Services Director, and Garik Losilevsky, Santa Clara County Weed Abatement Program Manager, presented the report.

Sally Meadows, Mayor, opened the Public Hearing.
The following appellants spoke during the Public Hearing:
• Enrico Schiattarella
Motion by Lang and Second by Dailey to remove appellant Enrico Schiattarella from the abatement list. Motion failed due to a tie vote, with Councilmembers Dailey and Lang in favor and Councilmembers Meadows and Weinberg opposed. Due to the failed motion, Enrico Schiattarella’s property will remain on the abatement list. • Anhua Yu
Motion by Dailey and Second by Lang to remove appellant Anhua Yu from the abatement list.
Motion failed due to a tie vote, with Councilmembers Dailey and Lang in favor and Councilmembers Meadows and Weinberg opposed. Due to the failed motion, Enrico Schiattarella’s property will remain on the abatement list.

4. Adoption of Resolution - Modification to Design Review Adopt a Resolution of the City Council of the City of Los Altos approving a modification to an approved Design Review (18-D-01) application for property located at 4846 - 4856 El Camino Real. The modification request is to change the existing below market rate unit mix from six (6) very low-income rental units to ownership condominium units, while retaining three (3) moderate income and one (1) low-income ownership units. The proposed project modification request is exempt from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines since there would be no possibility of a significant effect on the environment Sean Gallegos, Senior Planner, presented the report.

5. Create a Council Taskforce for the 75th Anniversary of Los Altos Discuss and create the formation of a Council Taskforce for the 75th Anniversary of Los Altos
Jonathan D. Weinberg, Councilmember, opened the item.
There were no speakers regarding the item.
The City Council provided direction to Councilmember Lang and Councilmember Weinberg to present the item at a future Council meeting for the creation of a taskforce, with suggestions for moving forward with plans to celebrate the City’s 75th birthday.
6. City Council Strategic Goals
Review the City Council's Strategic Goals and provide modifications as needed Jon Maginot, Assistant City Manager, presented the item.
There were no speakers regarding the item.
The City Council provided modifications to the City Council Strategic Goals and directed staff to present the item at a future Council meeting for final adoption.
7. Discuss and Provide Guidance on Environmental Commission Membership Discuss and provide direction on any changes to the Environmental Commission membership, meeting frequency, or responsibilities

The City Council provided direction and directed staff to present the item at a future Council meeting for final adoption.
8. Review Los Altos Chamber of Commerce Funding
Discuss and provide direction on funding to the Los Altos Chamber of Commerce Anthony Carnesecca, Assistant to the City Manager, presented the item.
Kim Mosley, Los Altos Chamber of Commerce Director, addressed the City Council.
