CALL MEETING TO ORDER – Sally Meadows, Mayor, called the meeting to order at 7:00 p.m.
ESTABLISH QUORUM – Pete Dailey, Councilmember, was absent. All remaining Councilmembers were present.
PLEDGE OF ALLEGIANCE – Sally Meadows, Mayor, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
There was no Closed Session meeting prior to the regular meeting.
CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.

CONSENT CALENDAR
Motion by Weinberg and Second by Meadows to approve the Consent Calendar, with amendments to Item 5 (Council Norms), as detailed in the Council QA document. Motion carried unanimously by roll call vote.

2. Acceptance of Investment Reports
Receive and file the City’s Investment Portfolio Reports for the quarters ending December 31, 2025
3. Acceptance of Treasurer's Report
Receive and file the City’s Treasurer’s Report for the quarter ending December 31, 2025
4. Adoption of Resolution - Weed Abatement Final Commencement Report (2026) Adopt a Resolution of the City Council of the City of Los Altos instructing the Santa Clara County Consumer and Environmental Protection Agency to proceed with the abatement of hazardous vegetation and find that this action is exempt from environmental City of Los Altos

5. Adoption of Norms - City Council Norms and Procedures Adopt the revised City Council Norms and Procedures
6. Adoption of Resolution - Below Market Rate (BMR) Unit Transfer Exemption Adopt a Resolution of the City Council of the City of Los Altos authorizing the City Manager to determine that a revocable living trust qualifies as an exemption from the definition of a Transfer for the twelve (12) Below Market Rate (BMR) for-sale units with recorded covenants that do not currently include this exemption, and such other interpretations of these recorded covenants as deemed necessary
7. Approval of Flag Raising - Progress Pride
Approve the raising of the Progress Pride Flag for the month of June 2026
8. Approval of Flag Raising - Juneteenth
Approve the raising of the Juneteenth Flag for the month of June 2026

9. Santa Clara Valley Transportation Authority (VTA) Presentation Receive Presentation from Santa Clara Valley Transportation Authority and provide feedback as necessary
