CALL MEETING TO ORDER – Sally Meadows, Mayor, called the meeting to order at 7:00 p.m.
ESTABLISH QUORUM – All Councilmembers were present.
PLEDGE OF ALLEGIANCE – Pete Dailey, Councilmember, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
No reportable action was taken during the Closed Session meeting on June 23, 2026.

SPECIAL ITEMS
Issue Proclamation Recognizing July as Parks & Recreation Month Sally Meadows, Mayor, presented the proclamation to Manuel Hernandez, Director of Community Services, and Jaime Chew, Deputy Director of Community Services

CONSENT CALENDAR
Motion by Lang and Second by Weinberg to approve the Consent Calendar. Motion carried unanimously by roll call vote.
1. Approval of Meeting Minutes – Draft Regular Meeting of June 9, 2026
2. Adoption of Resolution - Project Acceptance of Structural Reach Replacement Adopt resolution and accept completion of the Structural Reach Replacement, Project WW-01002; and authorize the Public Works Engineering Department Director to record a Notice of Completion as required by law
3. Adoption of Resolution - Project Acceptance of Intersection Access Barrier Removal Adopt resolution and accept completion of the Intersection Access Barrier Removal, Project TS-01058; and authorize the Public Works Engineering Department Director to record a Notice of Completion as required by law

4. Adoption of Resolution - Project Acceptance of the Los Altos Community Center Emergency Operations Center
Adopt a resolution accepting completion of the Los Altos Community Center Emergency Operations Center Project CF-01021; authorize the Park & Recreation Director to record a Notice of Completion as required by law; and find that acceptance of the completed work is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301
5. Adoption of Ordinance - Amending Commissions and Commission Membership Adopt the ordinance that will amend the Commission membership to 5 members for Complete Streets, Environmental, Financial, and Planning through a natural attrition process, meaning that no current Commissioners will be removed from their membership as a result of this action; transition the Youth Commission to a Youth Council Academy that will no longer serve in an advisory capacity to the City Council and will not be subject to the Brown Act; and, transition the Senior Commission to a Senior Committee that will serve in an advisory capacity to City staff and will not be subject to the Brown Act
6. Acceptance of Treasurer's Report
Receive and file the City’s Treasurer’s Report for the quarter ending March 31, 2026
7. Approval of the Updated Purchasing Policy (June 2026) Approve the updated Purchasing Policy (June 2026), superseding the June 2025 Purchasing Policy
8. Authorize the City Manager to Execute an Agreement for the Urban Forest Assessment
Adopt a Resolution authorizing the City Manager to execute a professional services agreement with Dudek to conduct an updated public tree inventory, perform a land cover assessment, and develop both a city operational and maintenance guide and a residential guide in a total amount not to exceed $199,808
9. Adoption of Ordinance - Sidewalk Maintenance and Repair Adopt an ordinance adding a new Chapter 9.32 of the Municipal Code entitled "Maintenance and repair of sidewalks"

10. Adoption of Resolution - SB707 Disruption Policy
Adopt a Resolution approving the Senate Bill 707 (SB707) Disruption Policy and Approve the use of Zoom Technologies for Remote Public Participation Melissa Thurman, City Clerk, presented the report.

Motion by Weinberg and Second by Lang to adopt a resolution and policy addressing the disruption of telephonic or internet service during public meetings, in accordance with Senate Bill 707 (SB707). Motion carried unanimously by roll call vote.
11. Receive Report - Elections Code Section 9212
Staff recommends the City Council receive the Elections Code Section 9212 Report for the proposed Measure entitled “Los Altos Downtown Parking Plazas Ordinance.” Geoff Bradley, M Group Representative, and Stephanie Hagar, BAE Representative, presented the report.

Motion by Lang and Second by Meadows to receive the Elections Code Section 9212 Report for the proposed Measure entitled “Los Altos Downtown Parking Plazas Ordinance”. Motion carried unanimously by roll call vote.
12. Determination of Action - Proposed Initiative Measure Select one of the following actions, pursuant to Elections Code Section 9215:
o Adopt the proposed "Los Altos Downtown Parking Plaza Ordinance" without alteration at the June 23, 2026 meeting (or within 10 days); or o Submit the proposed "Los Altos Downtown Parking Plaza Ordinance" without alteration to the voters at the next general municipal and statewide election of November 3, 2026

Motion by Weinberg and Second by Lang to submit to the qualified electors of the City a citizensponsored initiative measure prohibiting the city from selling, leasing, conveying, or declaring as surplus land the ten city-owned downtown parking plazas without voter approval; calling a special election for that purpose to be consolidated with the November 3, 2026 General Election; setting the rules for ballot arguments; and authorizing and requesting the Santa Clara County Registrar of Voters to conduct the election. Motion carried unanimously by roll call vote.

13. Consideration of an Advisory Ballot Measure Regarding the Los Altos Downtown Parking Plaza Ordinance
Provide direction to staff on whether to draft a resolution placing an advisory measure or measures on the upcoming municipal ballot

The City Council declined to draft a resolution that would place an advisory measure on the upcoming municipal ballot.

o Renaming of Lee Street in Los Altos (Supported by Meadows and Weinberg) ADJOURNMENT – The regular meeting adjourned at 9:40 p.m.
