CALL MEETING TO ORDER – Sally Meadows, Mayor, called the meeting to order at 7:00 p.m.
ESTABLISH QUORUM – All Councilmembers were present.
PLEDGE OF ALLEGIANCE – Sally Meadows, Mayor, led the Pledge of Allegiance.
REPORT ON CLOSED SESSION
No reportable action was taken during the Closed Session meeting on July 14, 2026.

Jonathan D. Weinberg, Councilmember, requested to pull Items 4 and 8 from the Consent Calendar for further discussion.
Sally Meadows, Mayor, moved Items 4 and 8 to the Discussion Items section of the agenda.
Motion by Lang and Second by Weinberg to approve the Consent Calendar, excluding Items 4 and 8. Motion carried unanimously by electronic vote.
1. Approval of Meeting Minutes – Draft Special and Regular Meeting of June 23, 2026
2. Designation of Voting Delegates- CalCities 2026 Annual Conference Designate by motion, Vice Mayor Lang to serve as Voting Delegate, and Councilmember Weinberg to serve as Alternate for the General Assembly of the Annual League of City of Los Altos

California Cities (CalCities) Conference to be held on Friday, September 25, 2026 at the Anaheim Convention Center
3. Adoption of Resolution - Agreement with ADP Workforce Now Authorize the City Manager to execute amendment No. 1 to the ADP Workforce Now Comprehensive Services Agreement extending the agreement three (3) years with a term through April 25, 2029 and related implementation documents necessary to implement Workforce Manager services, in a form approved by the City Attorney and subject to available appropriations

5. Adoption of Resolution - Appropriation of Funds
Adopt a resolution appropriating funds as part of annexation into the Santa Clara County Central Fire Protection District
6. Adoption of Resolution - Amending Joint Volunteer Awards Committee Adopt a resolution reclassifying the Los Altos-Los Altos Hills Joint Volunteer Awards Committee as a non-Brown Act advisory committee
7. Adoption of Resolution - Amendment for Roadway Landscape Maintenance Authorize the City Manager to execute an amendment to the agreement with Del Conte's Landscaping in the amount not to exceed $277,053 annually for city median and roadway shoulder maintenance

9. Adoption of Resolution – Agreement for Consultant Services Adopt a resolution authorizing the City Manager to enter into an agreement in the amount not to exceed $160,000 with Cumming Group for temporary project management services to assist in completing CIMMP projects in fiscal year 2026/27
10. Adoption of Resolution – SB1 Project List
Adopt a resolution that identifies a list of projects that will be funded by Senate Bill 1 in the FY 26-27 budget and find the Council’s action exempt from review under California Environmental Quality Act (CEQA) pursuant to CEQA guidelines Section 15061(b)(3), and that one of the circumstances in the CEQA Guideline
11. Adoption of Resolution - Weed Abatement Assessment Report Adopt a resolution confirming the report and authorizing collection of the assessment charges

Items 4 and 8 were moved from the Consent Calendar:
4. Contract Renewal - Orchard Maintenance Agreement
Authorize the City Manager to execute the contract renewal, totaling $75,000 annually, for orchard maintenance with the Los Altos History Museum The City Council asked clarifying questions regarding the item.
The following members of the public spoke regarding the item:

Motion by Dailey and Second by Weinberg to authorize the City Manager to execute the contract renewal, totaling $75,000, for orchard maintenance with the Los Altos History Museum, and to begin evaluation of changing the contracting dynamic and have the contract term be no more than one year. Motion carried unanimously by roll call vote.
Due to a technical issue, the City Council took a roll call vote on the item.
8. Adoption of Resolution - Change Order Approval and Project Acceptance Adopt a resolution:
Approving Change Order #1 for the Hillview Outdoor Fitness Project in the amount of $4,669 to Greenfields Outdoor Fitness for design and apparatus modifications.
Accepting completion of and directing the Community Services Director to file a Notice of Completion for the Hillview Outdoor Fitness Project (CF-01041) The City Council asked clarifying questions regarding the item.
There were no public comments regarding the item.
Motion by Meadows and Second by Weinberg to adopt a resolution approving change order #1 for the Hillview Outdoor Fitness Project in the amount of $4,669 to Greenfields Outdoor Fitness for design and apparatus modifications. The resolution included in the packet shall be executed if, and only if, staff determines the project is complete, after which the City Manager (or his designated representative) will direct the Community Services Director to file a Notice of Completion for the Hillview Outdoor Fitness Project (CF-01041).
Motion carried unanimously by electronic vote.
12. Receive Report - Draft General Plan Vision and Guiding Principles Receive and provide feedback on the Draft General Plan Vision and Guiding Principles City of Los Altos
