Any writings or documents provided to a majority of the City Council regarding any item on the open session portion of this agenda will be made available for public inspection in the City Clerk’s office located at 26379 Fremont Road, Los Altos Hills, California during normal business hours. These materials will also be made available on the City website at www.losaltoshills.ca.gov subject to Staff’s ability to post the documents before the meeting.
NOTICE IS HEREBY GIVEN THAT A REGULAR AND SPECIAL MEETING
OF THE LOS ALTOS HILLS CITY COUNCIL WILL BE HELD ON
THURSDAY, JANUARY 30, 2025, AT 5:00 P.M.
Meetings of the City Council are held in-person. As a courtesy, and in compliance with applicable state law, staff and members of the public may participate in the meeting in person at Town Hall or virtually via Zoom Video Conference. Members of the City Council may participate remotely from time to time in accordance with the provisions of Government Code section 54953.

8. PRESENTATIONS FROM THE FLOOR
Persons wishing to address the Council on any subject not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda.

City Council Ex Parte Contacts Policy Disclosure
A. Adopt resolutions making findings and deny applications for residential development projects to construct multi-family senior residential developments consisting of 55 and 57 dwelling units on a vacant parcel at 10728 and 10758 Mora Drive, respectively (Nos. CDP23-0001 and 0002) pursuant to Government Code section 65589.5(d). (Staff: S. Mattas)

Consideration and adoption of resolution to approve a key term agreement between the Town of Los Altos Hills, Sea Landing, LP and Draco Nest, LLC related to a potential: (1) Development Agreement limiting residential development on the approximately 13.5 acres of Draco Nest, LLC owned land on the Twin Oaks property (APN Nos. 182-02 017, 182-02-018, 182-02-019, 182-02-020, 182-02-021, and 182-02-022), (2) Housing element amendment for the Twin Oaks property, (3) Fence permit for the portion of the Twin Oaks property owned by Draco Nest, LLC and for the adjacent approximately 40-acre parcel owned by Sea Landing, LP (APN No. 182-02-016), (4) Removal and imposition of easements related to the portion of the Twin Oaks property owned by Draco Nest, LLC and for the adjacent approximately 40-acre parcel owned by Sea Landing, LP, (5) Farm uses on the nonresidential portions of the Twin Oaks property owned by Draco Nest, LLC and the adjacent approximately 40-acre parcel owned by Sea Landing, LP, and potential single family residential use on 17 acres of approximately 40-acre parcel owned by Sea Landing, LP.
