City Council Special Meeting Minutes
Thursday, September 18, 2025, at 4:00 P.M.
Council Chambers, 26379 Fremont Road, Los Altos Hills, California
Present: Mayor Kavita Tankha, Vice Mayor Rajiv Bhateja, Council Member Stanley Mok.
Council Member Linda Swan, and Council Member George Tyson
Absent: None
Staff: City Manager Peter Pirnejad, City Attorney Steve Mattas, Deputy City Manager Cody Einfalt, and City Clerk Arika Birdsong-Miller
1. CALL TO ORDER (4:00 P.M.)
Mayor Tankha called the meeting to order at 4:00 P.M.
2. ROLL CALL
Mayor Kavita Tankha, Vice Mayor Rajiv Bhateja, Council Member Stanley Mok. Council Member Linda Swan, and Council Member George Tyson were present.
3. PUBLIC COMMENT (Public Comment is Limited to Items which are the Subject of the Special Meeting)
1. Allan Epstein, a Los Altos Hills resident and Finance and Investment Committee Member, stated that he believed the item on the agenda related to a matter discussed by the FIC at its August 18, 2025, meeting. He reported that the Committee voted to refer the matter to the City Council and recommended that the Council refund the total amount of payments made by the applicants.
4. ADJOURN TO CLOSED SESSION TO DISCUSS THE FOLLOWING:
A. Conference with Legal Counsel – Anticipated Litigation (Pursuant to Government Code Section 54956.9 (d)(2)
Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Govt. Code Section 54956.9– One case
5. ADJOURN CLOSED SESSION
Mayor Tankha adjourned the Regular Meeting to Closed Session at 4:04 pm.
6. REPORT OUT OF CLOSED SESSION
There was no reportable action from the Closed Session.
7. ADJOURN
The meeting was adjourned.
