Agenda Staff Report
Mayor Pro T em and City Council Members
Soknirorn Than, P.E., Public Works Director/City Enginee~) L--- November 2, 2022
TYPE OF REPORT: Agenda Item
SUBJECT: Pioneer Road Project Update
Recommendation:

That the City Council receive the report and provide direction for the rebranding of the Project from the Pioneer Road Widening Project to Pioneer Road Complete Street Project.

Background:

The Pioneer Road Widening Project is a 6.5 mile arterial road with a Class I multi-use path that is proposed to start at a new signalized intersection just east of the Los Banos Creek at Pacheco Boulevard (SR-152). The alignment runs south to Pioneer Road, then easterly along Pioneer Road to Ward Road, then north along Ward Road, and ends at the signalized intersection of Ward Road/Pacheco Boulevard (SR-152). This road is to be designed per City Standards.

To fully implement the project, a joint effort between the City of Los Banos, Merced County, MCAG, and Caltrans will be required to secure funding beyond Measure V to progress through the multiple phases of project.

The City of Los Banos (City) selected Mark Thomas and Company, Inc. (MTCo) in 2020 to provide engineering services for the Phase 1 - Project Study Report-Project Development Support (PSR-PDS), Phase 2 - Project Approval and Environmental Document (PA&ED), and Phase 3 - Plans Specifications and Estimate (PS&E) for the Pioneer Road Widening Project. Mark Thomas completed Phase 1 - PSR-PDS. The MiniPreliminary Environmental Analysis Report (PEAR) prepared for the PSR-PDS anticipates an Initial Study/Mitigated Negative Declaration for California Environmental Quality Act (CEQA) and "Routine" Environmental Assessment/Finding of No Significant Impact for National Environmental Protection Act (NEPA). Mark Thomas's contract has been 1063
amended (Amendment No. 1) to include Phase 2A- PA&ED: Engineering Services. The City has secured Highway Improvement Program (HIP) and Local Partnership Program (LPP) funds for the non-engineering design components of PA&ED and PS&E.

Discussion:

Currently the project is in Phase 2 - Environmental Document Phase. This phase includes:
• Technical Studies
• Preliminary Design
The Technical Studies includes:
• Community Impact Assessment
• Visual Impact Assessment
• Biological Resources
• Natural Environment Study
• Aquatic Resources Delineation Report
• Cultural Resources
o Historic Property Survey Report
o Archaeological Survey Report
o Historical Resources Evaluation Report
o Finding of Effect
• Water Quality Assessment Report
• Section 4(f) - De Minimis
• Air Quality Technical Report
• Noise Study Report
• Biological Resources
o Aquatic Resources Delineation Report
o Natural Environment Study
o Biological Assessment (Section 7 Consultation)
• Hazardous Waste Study (Initial Site Assessment)
• Land Use Study
The Preliminary Design includes:
• Perform and Evaluate Surveys and Base Mapping
• Geotechnical Engineering
• Preliminary Alignment Design
• Drainage Facility Evaluation
• Roadway and Structures Alternatives
• Preliminary General Cross Sections
• Utility Conflicts - Preliminary
• Traffic Modeling and Analysis
• Cost Estimates
• Phasing Strategies
• Design Engineering Evaluation
• Report
Concurrently, staff has completed the preliminary traffic volume forecast and vehicle-miles travel (VMT) estimates for the study alternatives. The Three-County Travel Demand Model 1064
(TCTDM), which includes San Joaquin, Stanislaus, and Merced counties, was used to develop these metrics. These metrics will be used to analyze the design of the projectproposed Build Alternative and the potential effects of the alternative on the transportation network. Based on this preliminary analysis, below is the lane configuration that will meet this volume forecast.

This forecast is currently under review by Caltrans and is pending their concurrence.

Based on this finding, staff is recommending to City Council to rebrand the project from the Pioneer Road Widening Project to Pioneer Road Complete Street Project. This rebranding is consistent with the City decision-making process, which is data driven and multi-jurisdictional in nature.

The next steps for this project is to prepare a Notice of Preparation and held the associated public meeting. Once all the technical studies are completed, staff will prepare an Environmental Impact Report and Environmental Assessment. This document is anticipated to circulate approximately Spring of 2024.
