Regional Transportation System: Refer to Chapter 3 in the 2022 RTP/SCS. Example projects include carpool, vanpool, or active transportation projects that connect urban areas and other major activity centers. Facilities that are not included in the regional transportation system are considered to primarily serve local transportation needs.

Regional Roadway System: The regional roadway system consists of State and Interstate Highways, as well as local routes which connect urban areas and other major activity centers. Facilities that are not included in the regional road system are considered to primarily serve local transportation needs. *Projects located in, or directly benefitting more than one jurisdiction: Road projects must be located entirely on roadways that are classified above "Minor Collector." This functional classification is shown on the California Road System (CRS) map, as approved by the Federal Highway Administration, which can be found here:
https:ljcaltrans.maps.arcgis.com/apps/webappviewer/index.html?id=026e830c914c495797c969a3e5668538 Additionally, projects in this category require a resolution of support from all involved jurisdictions. **Mass Transit (Bus/Rail/Air): These projects require a resolution of support from the sponsor jurisdiction and the transit provider or infrastructure owner, unless the sponsor jurisdiction owns the infrastructure.

State Route 152 is a principal east/west highway originating in Santa Cruz County, and ending at SR 99, south of Chowchilla, in California's Central Valley. The route is a major lifeline for Surface Transportation Assistance Act (STAA) Trucks and is a Terminal Access Route between US-101 and SR-99. In District 10, SR 152 serves many cities and communities along the way including Los Banos, which runs through the middle of the city making it the main artery.

At the intersection of West I Street, within the City of Los Banos, SR 152 consists of four lanes, two in each direction, with protected left tum channelizations in the eastbound (EB) and westbound (WB) directions. This intersection has existing sidewalk, curb and gutter in three of the four corners - the northwest corner currently only bas curb and gutter and lawn covers the area beyond the curb with no existing sidewalk.

West I Street is a north-south city street that is skewed. The NB and SB approaches both have permissive/unprotected left movements that also share a pedestrian crossing phase. In the southbound (SB) direction there are three approach lanes, a dedicated left, thru and right turn lane.

In the northbound (NB) direction there is a shared left/thru and dedicated right turn lane, due to this configuration, during the green phase, the left-tum movement proceeds through the intersection as a permissive movement. While yielding to the SB thru movement, the left-tum movement often blocks the NB thru movement causing congestion to the NB thru traffic. Lastly, the existing skew at the NB and SB approaches creates a tighter radius that makes it difficult for STAA trucks to negotiate turns, especially when making right turns.

This intersection has appeared in the Office of Traffic Safety Table C Report in the past. Two Traffic Safety Traffic Investigation Reports (TIR's) were initiated as a result of these reports. In addition, a third Traffic Safety TIR was initiated as a result of a request from City of Los Banos Chief of Police. Details of these TIR's are as follows:

1. TIR# 151-0l l 7A, initiated by Table C Report, approved on 12/27/2010, Recommendation: No action as Project EA 10-41911 - Los Banos Bypass is expected to reduce traffic at this intersection.

2. TIR# l l l-0042A, initiated by Table C Report, approved on 7/14/2005, Recommendation: No action as Project EA 10-41911 - Los Banos Bypass Segment I;
(Target RTL 8/15/2017) and is a Candidate for 2016 STIP for construction funding per Status page 79 of Projects, Central Region, District 10, May 2015. The project proposes to construct a four - lane freeway bypass on six-lane right of way for State Route 152 around and through the City of Los Banos.

3. TIR#l 64-0079O, initiated by request by Chief Gary Brizzee, Los Banos PD, requesting safety improvement at this intersection, approved on 10/3/2019, Recommendation: Install W3-3 FN and SB, Remove R61, Install R3-B, Install two Rl0-12. Installation completed on 4/2/2020. 207

As part of the SR-152 Safety Task Force, Arvinder S. Bajwa, Caltrans District IO Deputy District Director Traffic Operations met with Mark Fachin, City of Los Banos Public Work Director on February 7, 2020. During the meeting, Mark Fachin brought up the operational concern at SR-152 West I Street intersection, specially the NB West I Street left tum. Currently, the NB West I Street has a shared left-tum/ thru lane and dedicated right-tum lane. Mark Fachin requested to change the NB to dedicated left-tum from the existing shared thru/right.

Based· on the results of the preliminary analysis, the delay is slightly improved, especially in the 2041 Design Year Project Conditions, PM peak hour, which shows an overall delay improvement by 4 seconds. The NB approach delay remains about the same; however, the queues are improved significantly, for this year and the Opening Year 2026 Project Conditions for both AM and PM peak hours.

RECOMMENDATION:

Freeway and Highway Operations Branch recommends to move forward with a Project Initiation Document (PID) to evaluate the reconfiguration of the NB approach and change it from an existing left/thru and dedicated right turn lane to a dedicated left-tum, thru and right turn lane. This will require widening the pavement for the additional NB lane at the southeast quadrant. In addition, each comer will need to be widened to accommodate ST AA trucks. Lastly, as a result of these modification. it will be necessary to upgrade the existing signal system.

PURPOSE AND NEED:

The Need: Currently, the NB West I Street does not have a dedicated left-tum lane. As NB left turning vehicles proceed through the intersection with the permissive phase, NB thru vehicles often get stuck behind left turning vehicles, which causes traffic congestion. In Addition, the NB and SB West I Street intersect SR-152 as skew angle, which create tighter radius for ST AA Trucks to navigate the right tum movement.

The Purpose: The purpose of this project is to improve the NB traffic flow and truck turning radius at the intersection by constructing NB dedicated left-tum lane, widening the intersection and upgrading the traffic signal system. 208

ANTICIPATED COMPLETE STREETS AND CLIMATE CHANGE (CS/CC) INVOLVEMENT

Page 3 ends

The Complete Street (CS) and Climate Change (CC) Assessment form will be provided by District IO Planning Staff to address CS and CC involvement. Based on the City of Los Banos Pedestrian-Bicycle Plan, approved on April 12, 2018, SR 152 is not a bike route; however, West I Street is a Class II bike route to the north and south of SR 152.

OTHER COMMENTS:
-There are existing high pressure gas lines within this intersection. There is an existing gas station on the SE comer that will be affected, including the existing sign structure.
-The following safety investigations have been completed at this location TIR# 151-0117A, TIR# l l l-0042A & TIR#l64-0079O -Improve the efficiency of the NB traffic flow and reduce traffic congestion will reduce fuel consumption and emission. The Executive Order B-30-15 establishes a target reduction in greenhouse gas emission (GHG) of 40 percent below 1990 GHG emission levels by the year 2030.

In order to achieve this aggressive target, Executive Order B-30-15 requires that state agencies consider climate change in their planning and investment decisions, and employ full life-cycle cost accounting to evaluate and compare infrastructure investments and alternatives. -The cost of the improvement will be shared, 25% Cal trans and 75% City of Los Banos, a Cooperative Agreement will be required for the shared cost of the improvement.
-City of Los Banos is currently developing a PSR-PDS EA 10-1M320K, widening Pioneer Road a 6.5-mile, 4-lane Arterial with a Class I multi-use path beginning near Merced College (at Pacheco Boulevard) and ending at the Ward Road/Pacheco Boulevard intersection; it provides a local paralle route to SR-152 (Pacheco Boulevard) through the City of Los Banos (City).

- Tri-county (TCM 2018RTP) Traffic Model, and 2018 Caltrans Traffic Count Book was considered for this project.

Note: Forecasting methodology for this project used multiple sources of data and information, one of them being a Travel Demand Model (TDM).

Most TDM's used by District 10 Project Initiation & Travel Forecasting/Analysis Department are created primarily in accordance with conformity to Regional Transportation Plans (RTP's) and Air Quality in a financially constrained environment. All TDM's used/or these purposes are not produced by District 10 but by local transportation planning agencies represented within the boundaries of District 10. A Traffic Index (Tl) and Design Designation (DD) is used to assist in determining only the structural section depth, not capacity, of a particular roadway. Therefore, a forecast in accordance with RTP/Air Quality Confonnity is not necessarily required.
