6. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #245598 - #245882 in the Amount of $2,629,442.95.
Recommendation: Approve the check register as submitted.
B. City Council Resolution No. 6784 - Approving the Increase in Expenditures Related to Excess Grant Funding Through a UC Davis Grant Program in the Amount of $20,000 for Fiscal Year 2023-2024.
Recommendation: Adopt the resolution as submitted.
C. City Council Resolution No. 6785 -Adopting a List of Projects for Fiscal Year 2024-2025 Funded by SB 1: The Road Repair and Accountability Act of 2017.
Recommendation: Adopt the resolution as submitted.
D. City Council Resolution No. 6786 - Authorizing that the Design/Build Delivery Method be Used for the New Fire Station No. 4 Project and Addendum No. 1 of the Vanir Construction Management, Inc. Professional Services Agreement (PSA) be Entered into and that the City Manager Shall Execute Said Addendum and the Public Works Director/City Engineer Will Administer Said Addendum.

F. City Council Resolution No. 6788 - Accepting the SR-152 Signal Synchronization, Federal-Aid Project No. CML-5160(028) as Complete and Authorizing the Filing of a Notice of Completion with the Merced County Recorder.

G. City Council Resolution No. 6789 - Authorizing the City Manager to Execute the First Amendment to the Professional Services Agreement with Carollo Engineers, Inc. for the Storm Drain System Master Plan Update Not to Exceed $44,600.

H. City Council Resolution No. 6790 - Approving and Adopting Final Tract Map No. 2021-01 Quail Meadows Villages at Stonecreek V Phase 1, Unit 1 (Lodi Development, Inc.).

I. City Council Resolution No. 6791 - Authorizing the City Manager to Execute Professional Services Agreements and the Public Works Director/City Engineer to Execute Individual Professional Services Agreements with Gouveia Engineering, Inc., Stantec, Precision Civil Engineering, Provost & Pritchard Consulting Group, O'Dell Engineering, Willdan Engineering, Mark Thomas & Company, and SNG & Associates, Inc. for On-Call Engineering Services for a Period of Five (5) Years [July 1, 2024 - June 30, 2029] Not to Exceed $500,000 for Each Agreement per Fiscal Year.
Recommendation: Adopt the resolution as submitted.
J. City Council Resolution No. 6792 - Accepting the 2022/2023 Fiscal Year Audit Reports Consisting of the Annual Comprehensive Financial Report and the Government Auditing Standards Report.

K. City Council Resolution No. 6793 - Approving and Authorizing the City Manager to Execute an Amendment to the Professional Services Agreement for Auditing Services for the Fiscal Year 2023/2024 Audit Period with Price, Paige & Company for a One-Year Extension not to Exceed $82,570.

L. City Council Resolution No. 6794 - Approving a Tentative Agreement / Memorandum of Understanding By and Between the City of Los Banos and Los Banos City Council Agenda - June 19, 2024 Page 3of5 the Los Banos Police Sergeants Association (LBPSA) from July 1, 2024 - June 30, 2027.
Recommendation: Adopt the resolution as submitted.
M. City Council Resolution No. 6795 - Amending Division 4, Salary Schedule - Employee Classifications of the City's Policy & Procedures Manual Relating to Changes to Section G - Police Associated with the LBPSA Tentative Agreements I Memorandums of Understanding.
Recommendation: Adopt the resolution as submitted.
N. City Council Resolution No. 6796 - Amending Division 5, Personnel Benefits of the City's Policy & Procedures Manual Relating to Changes to Monthly Health, Vision, Dental, Life Insurance Coverage Allowances as it Pertains to Unrepresented/Miscellaneous Employees.
Recommendation: Adopt the resolution as submitted.

A. Public Hearing - To Receive Public Comment and Consideration of a Five (5) Year Water, Wastewater and Solid Waste Rate Program Adjustment for All Residents and Commercial Customers.
1) City Council Resolution No. 6797 - Establishing Rates for Water Service Fees.
2) City Council Resolution No. 6798 - Establishing Rates for Wastewater Service Fees.
3) City Council Resolution No. 6799 - Establishing Rates for Solid Waste Service Fees.
Recommendation: Receive staff report, open public hearing, close the public hearing, and adopt the resolutions as submitted.
8. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 6800 -
REFERRAL TO THE MERCED COUNTY LOCAL AGENCY FORMATION
COMMISSION (LAFCO) FOR THE DETACHMENT OF PROPERTIES FROM THE CENTRAL CALIFORNIA IRRIGATION DISTRICT.
Recommendation: Receive staff report and adopt the resolution as submitted.
9. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 6801 -
APPROVING THE TRANSPORTATION IMPACT ANALYSIS GUIDELINES DATED APRIL 29, 2024.
