5. PRESENTATION - City of Los Banos Employee of the Year 2024.
6. PUBLIC FORUM. (Members of the public may address the City Council Members on any item of public interest that is within the jurisdiction of the City Council; includes agenda and non-agenda items. No action will be taken on non-agenda items. Speakers are limited to a five (5) minute presentation. Detailed guidelines are posted on the Council Chamber informational table.)
7. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #248830 - #249055 in the Amount of $2,000,711.98.
Recommendation: Approve the check register as submitted.
B. Minutes for the December 4, 2024 City Council Meeting.
Recommendation: Approve the minutes as submitted.
C. City Council Resolution No. 6861 - Authorizing the City Manager to Execute the Grant Agreement with the Merced County Association of Governments (MCAG) for the Regional Early Action Planning (REAP) 2.0 Grant and Amending the Fiscal Year 2024-2025 Budget to Increase Appropriations for Revenues in the Amount of $128,438.
Recommendation: Adopt the resolution as submitted.
D. City Council Resolution No. 6862 - Accepting the Police Facility Project Located at 1111 G Street as Complete and Authorizing the Filing of a Notice of Completion with the Merced County Recorder.
Recommendation: Adopt the resolution as submitted
E. City Council Resolution No. 6863 - Authorizing the City Manager to Execute the Contract with Frontline General Engineering Inc. for the Construction of Pickleball Courts Project and Amending the Fiscal Year 2024-2025 Budget Los Banos City Council Agenda - December 18, 2024 Page 2 of 4 Increasing the Appropriation Amount in the Park Development Fund Account 250-454-220-720 in the Amount of $333,566 for the Total Project Amount of $2,533,566.
Recommendation: Adopt the resolution as submitted.
F. City Council Resolution No. 6864 - Authorizing the City Manager to Execute a Contract with Agee Construction for the Ortigalita Road and Pioneer Road Signalization and Traffic Flow Improvements in the Amount of $6,674,758 and Amend the Fiscal Year 2024-2025 Budget Increase Appropriations in the Public Works Capital Improvement Plan (CIP), Account Number 229-430- 220-716 in the Amount of $4,290,000.
Recommendation: Adopt the resolution as submitted.
8. PUBLIC HEARING. (If you challenge the proposed action as described herein in court, you may be limited to raising only those issues you or someone else raised at the public hearing described herein or in written correspondence delivered to the City at, or prior to, the public hearing.)
A. Public Hearing - To Receive Public Comment and Consideration of Accepting the Development Impact Fee Report (AB 1600) for Fiscal Years 2020 through 2024.
Recommendation: Receive staff report, open public hearing, close the public hearing, and accept the report as submitted.
9. CONSIDERATION OF NEXT STEPS IN FILLING THE LOS BANOS CITY COUNCIL MEMBER VACANCIES IN DISTRICTS 2 & 3.
Recommendation: Receive staff report and direction on how to proceed.
10. CONSIDERATION OF APPOINTMENT TO MERCED COUNTY LOCAL AGENCY FORMATION COMMISSION (LAFCO).
A. City Council Resolution No. 6865 - Appointing a Representative to the Merced County Local Agency Formation Commission (LAFCO).
Recommendation: Receive staff report and adopt the resolution as submitted.
