7. In your opinion, what are the top two pressing issues facing the City of Los Banos and why, please explain.
In my opinion, the top two pressing issues facing the City of Los Banos are:
1. Resolving Ongoing Barging Disputes and Personnel Matters: The resolution of the ongoing collective barging disputes is critical and must be addressed as soon as possible with a deadline by the end of the first quarter of 2025, at the latest. Our city employees are the face and heart of our city - from the smile that a perspective business first sees when approaching the counter at city hall, to the parent out in the field whose kid is getting soccer lessons from our parks and recreation staff to the police officers participating at National Night Out. Our city employees enhance our community's overall quality of life.
2. Establishing a Unified Council Vision and Goals: It is imperative that we work closely with the community to collaboratively set a clear vision and specific goals for the city and our respective districts. This inclusive approach will not only help us align our budgetary priorities with the needs of our residents but also foster a sense of ownership and engagement among community members. By facilitating open dialogues and workshops, we can gather diverse perspectives and ideas, ensuring that our decisions reflect the aspirations of all citizens. This unified vision will guide our actions and investments, ultimately leading to a more vibrant, prosperous, and cohesive Los Banos.
Addressing these two issues will not only strengthen our community's foundation but also inspire hope and confidence in our collective future. Together, we can build a Los Banos that thrives on collaboration, innovation, and shared success.
8. You may attach a personal resume and any additional information you would like the City Council to consider.

7. In your opinion, what are the top two pressing issues facing the City of Los Banos and why, please explain.
In my opinion, the two most pressing issues facing the City of Los Banos are public safety and infrastructure development.
Public Safety: Ensuring the safety of our residents is paramount. With a growing population, our police and fire departments need adequate resources, staffing, and training to effectively serve the community. Addressing issues such as crime, traffic safety, and emergency response times will heip build trust between the city and its citizens while fostering a safer environment for families and businesses.
Infrastructure Development: As Los Banos continues to grow, it's critical to invest in infrastructure that supports both current and future needs. Roads, utilities, and public spaces require maintenance and improvement, and we need to focus on projects like the Pioneer Corridor/Highway 152 bypass to reduce congestion and improve connectivity.
Additionally, strategic infrastructure planning will attract new businesses and industries, creating jobs and boosting our local economy while improving the quality of life for all residents.
By prioritizing these two areas, we can ensure that Los Banos remains a safe, vibrant, and prosperous community for generations to come.

To Whom It May Concer,
While I hope you can get a good sense of my professional experience in the attached resume, I thought I would take the opportunity here to expand upon my reasons for submitting this application for the District 3 vacancy on the Los Banos City Council.
I was born and raised in Los Banos, surrounded by family and a tight-knit and caring community. After attending college and starting a family of my own in Sonoma County, I retumed to Los Banos in 2020. We returned to be a part of the sense of community I could never quite replicate anywhere else, moving back to the District 3 neighborhood in which I grew up. During those first years, in the upheaval of the pandemic, I was fortunate to be able to focus on homeschooling our children and helping my family adapt to our new home and community. Now that we are settled, I am grateful for the opportunity to explore stepping back into my passion for public service, possibly as a member of the Council.
I graduated from Sonoma State with a BA in Anthropology. A few years later, after starting my career and fully realizing my passion for public service, I attended graduate school and completed a Master of Public Administration from Sonoma State in 2014.
The MPA is designed around " the education required to effectively analyze, formulate, and implement public policy in local, state, and national government, and to achieve similar goals in nonprofit agencies" (Sonoma State University).
My career thus far has been primarily in various nonprofit public service organizations.
Most recently, I served as Executive Director of a statewide nonprofit: The Center for Innovation and Resources, Inc. (CIR). There, I oversaw all CIR projects and staff, distributed across two office locations (Sonoma and Ventura Counties). In my time as Executive Director, I gained extensive experience with moving multiple programs and projects through processes of conception, design, planning, and implementation, including writing and coordinating grant proposals/reports, conducting marketing and outreach, and building collaborative partnerships.
I have experience in supervising management-level staff that have responsibility for diverse functional areas, working in partnership with a Board of Directors to further an agency mission and ensure compliance, and the management of staff, consultants and volunteers including recruitment, training, guidance, evaluation, and discipline. I have the ability to maintain a sense of calm within a chaotic environment, set and achieve goals, gather information, analyze decisions and adjust accordingly, and lead without an absolutely clear roadmap.
I have years of administrative experience developing, overseeing and modifying budgets, contracts, multiple revenue streams and expenditures. I have strong interpersonal skills and am effective in working with staff, constituents, funders, and partners.
While I do believe these skills would transfer well to the role of Council Member, I know that, if selected, I would have a lot to learn. I would seek guidance, feedback, and mentorship from those willing to offer it. If entrusted with the role, I would make every effort to become an informed and effective representative for the people in my district, relying upon the input of my neighbors. Leaning on my personal commitment to my values, critical thinking, honesty, and constant learning, I would do my very best.
Thank you for your time and consideration.
Sincerely,
Sybil Haliorar

Recommendation for Sybil Halloran
To Whom It May Concern,
I am extremely pleased to write this letter of recommendation for Sybil Halloran.
Sybil and I have worked collaboratively for over one year at CIR and I find her to be a dedicated, conscientious, and hardworking professional.
I have been retained as a contractor for the organization's bookkeeping and I can honestly say that in my 20-plus years of experience as a bookkeeper-accountant for non-profit organizations, Sybil is a shining example of a superior Executive Director.
She effectively multi-tasks the myriad of duties required of the position; from shepherding the programs, managing the staff, board, funder, consultant and public relationships, to the administration of all organizational and fiscal processes.
From my observation, Sybil is a pleasant supervisor that believes in positive motivation producing staff members of a cohesive, amiable team.
She is extremely knowledgeable of the accounting and record-keeping processes required to produce useful and accurate financial reports and unqualified audit opinions, which is a skill highly cherished in Executive Directors.
I fully recommend Sybil for any position for which she applies. You will be gaining a valuable and enthusiastic leader.
Sincerely,
Katherina lage

3 Yes No
If yes, how long have you been a resident of Los Banos? 36 Years List past or present membership on the Los Banos City Council, any Council-appointed committee or commission, and/or any other public agency, including the time periods of membership.
I have proudly served as a Planning Commissioner since 2016 and currently hold the position of Planning Commission Chair, a leadership role I have successfully fuifilled for the past five years. In addition to my service on the Commission, I represented Los Banos as a Merced County Measure V Citizens Committee Member, ensuring that local needs are addressed. I was a dedicated member of the Los Banos Measure H Oversight Committee, contributing to the responsible stewardship of community resources.
Please summarize your experiences or personal involvement in community activities including but not limited to membership in any community organization or service clubs.
I have served our community in a variety of leadership and volunteer roles, including President of the Los Banos Wildcats Youth Football Team (2000-2002), and as a long-standing member of the Los Banos Chamber of Commerce since 2003, where I served as Board Member (2010-2016), Executive Board Member (2017), and President (2019). I am also a Board Member of the Los Banos Downtown Association (2023), contributing to the revitalization of our downtown area. Additionally, I have been an active member of the Rotary Club since 2012, serving as Membership Chair in 2022, and I was a previous volunteer with the Los Banos Police Department's VITAL program, supporting public safety and fostering community engagement.
4. List any special training, education, or experience other than listed above that you feel would be advantageous to your membership on the City Council.
I have actively prepared for the responsibilities of a City Council member through self-study and attending the League of California Cities Planning Commissioners Academy annually since 2016.
My community involvement since the early 2000s has given me valuable insight into residents' expectations for city leadership. As a Planning Commissioner, I have contributed to significant city initiatives, including the General Plan and Design Standards updates, while collaborating with third- party consultants to shape effective policies for Los Banos.
5. Please explain your reasons for wishing to serve on the City Council and how you feel that you would contribute as a member of the City Council.
I am seeking appointment to the City Council to bring my skills, passion, and unwavering dedication to improving the quality of life for all residents of Los Banos. My vision is to foster inclusive policies, address local concerns with innovative solutions, and champion sustainable growth that benefits our entire community. I am committed to promoting transparency, collaboration, and accountability in city leadership to build trust and deliver meaningful change. Driven by my desire to contribute to the success of Los Banos, I ran for the District 3 City Council seat during the 2017 election. While I was not elected, this experience only deepened my resolve to make a positive impact and serve our community with purpose and integrity.
6. Why do you think you should be appointed to the City Council? I am confident in my ability to serve effectively on the City Council, thanks to my extensive preparation and proven hands-on experience. Since 2016, I have consistently attended the League of California Cities Planning Commissioners Academy, gaining valuable knowledge and staying current on best practices in municipal governance. Additionally, my self-study on the roles and responsibilities of a council member has further strengthened my readiness for this position.
With a history of active community involvement since the early 2000s, I have developed a deep understanding of residents' expectations and priorities. My contributions to the General Plan and Design Standards updates reflect my commitment to shaping the future of Los Banos, and my work as a Planning Commissioner has included collaborating with third-party agencies to address key initiatives. These experiences have equipped me with the insight, leadership, and problem-solving skills needed to represent and serve our community effectively
7. In your opinion, what are the top two pressing issues facing the City of Los Banos and why, please explain.
1. Water Supply and Wastewater Management: Water is a vital resource, and the sustainable management of our water supply and wastewater systems is critical to the long-term growth of Los Banos. Aging infrastructure, increasing demand, and strict environmental regulations present significant challenges. If not addressed, these issues could result in water shortages, higher costs for residents, and compliance penalties. Proactive investment in expanding and maintaining water supply and wastewater systems will support future development, ensure reliable service, and secure Los Banos' long-term success.
2. Planning for Developable Land to Attract Jobs and Industry: Los Banos has the potential to attract businesses and create jobs, but the lack of developable land for commercial and industriai use limits economic growth. Strategic planning, infrastructure development, and streamlined permitting are essential to preparing land and making the city appealing to investors. These efforts will bring jobs closer to home, boost revenues, improve quality of life, and reduce reliance on regional transportation.
You may attach a personal resume and any additional information you would like the City Council to consider.
