Dear Los Banos City Council,
It was recently brought to my attention that you will be voting to renew the lease for Pennington's Little Friends. As the parent of a child currently attending Penningtons, the parent of a child who recently transitioned to elementary school from Penningtons, and a former attendee myself I am very concerned about this. The level of care and attentiveness at this facility is unmatched. Our children love and have loved the facility, their teachers, the staff, every aspect of this place and I can attest to the impact they have on prepping children for higher learning. Their emphasis on the important aspects such as the safety & welfare of each child is easily visible. From the cleanliness of the facility, the bright & colorful atmosphere, to the home cooked & healthy meals they provide it would be difficult to deny their dedication to not only these key aspects but perhaps the most important one as well ... fun!
A good education for not only my children, but every child in our city, should be a top consideration when voting on this matter. It is in my highest opinion that there is only one right option ... to renew this lease and let them continue to teach our children. I sincerely hope you make the right choice.
Thank you,
Nathan Waggoner

Please reconsider closing Penningtons as it is such an important part of mine and my children's lives, as I went to Penningtons as a child and now my two daughters are currently attending. The thought of this day care closing hurts my heart as it provides not only safe child care and support but also stability and growth for our children of the future.
The value Penningtons provides to the families and children is truly irreplaceable. I can't imagine our community losing this daycare as losing it would be such a loss to many families. Penningtons is not only a place for childcare but it gives parents the ability to work and provide for their families, while giving children a safe and nurturing environment where they can thrive.
When we invest in a daycare, we are investing in our community's future - building stronger families, preparing the next generation, and ensuring that our community remains a place where people want to live, work, and grow together. Losing Penningtons would not only impact the families who rely on it every day, but would also be a lasting setback for the entire community.
That's why I believe keeping Penningtons open is one of the most important commitments we can make to our future, the children of Los Banos, who are our future.
Sincerely
One concerned mother,
Brittany Martinez

PENNINGTON'S is not just a child care program; it's an integral part of our community that has positively impacted countless families over the past 44 years. My name is Terryisha Blackmon, and I had the privilege of working there for five years right after high school. This experience was transformative, allowing me to pursue my early childhood education classes while gaining hands-on experience in a nurturing environment that felt like home.
Marlene Pennington and Maria Borba are exemplary leaders who have fostered a workplace culture that emphasizes growth, learning, and collaboration. The supportive atmosphere they created encouraged both children and staff to thrive. I learned essential skills that have shaped my career and helped me become an effective teacher in another establishment. The lessons I gained at PENNINGTON'S have stayed with me and continue to influence my approach to education and childcare today.
The importance of PENNINGTON'S goes beyond just being a job for me; it represents a safe and loving space for children. Throughout my time there, I witnessed countless families benefit from the quality care and educational programs offered. Children not only received academic support, but they also learned social skills that prepared them for future success. The staff's dedication to creating a loving and safe environment is truly commendable.
Even now, I find myself returning to PENNINGTON'S during the summer months.
It provides the financial stability I need to maintain my housing while allowing me to stay connected to a community I hold dear. Although I teach elsewhere now, I rely on the opportunity to work at PENNINGTON'S during the summer to manage my expenses. It. serves as a vital lifeline for many of us in the community seeking employment while ensuring that children have access to quality care and enriching learning experiences.
I urge the Los Banos City Council to renew the lease agreement for PENNINGTON'S. Its continuation is crucial not only for the families currently relying on its services but also for those of us who have greatly benefited from its supportive environment. Thank you for considering the importance of preserving PENNINGTON'S for future generations.
Sincerely yours,

Re: Pennington's Little Friends Lease Renewal
515 Stonewood Dr., Los Banos, CA
Dear Los Banos City Council Members,
I am writing to encourage you to vote to renew the lease for Pennington's Little Friends (Pennington's).
I have lived in Los Banos for almost 30 years. I have raised five children in this community and I have seven grandchild that live here, as well. My youngest daughter and four of my grandchildren have attended Pennington's over the years, with two currently attending.
Pennington's is one of the best pre-schools in the community. They provide quality academic education to young children and ensure that pre-kindergarten children are ready for elementary school. Their program is open to low-income working families as they accept the Access child care assistance program funding. If the lease is not renewed, the pre-school will have to close and this will leave a large number of families in dire need of immediate pre-school care with the inability to pay unless the pre-school or day care accepts Access, which is often difficult to find.
This program is not just a simple day care. Children are taught the alphabet, numbers, colors, reading, and math skills at a very young age. They learn to write their names and practice sight words so they are ready for kindergarten. They do crafts and projects and are allowed to express themselves. They are given structure in an age appropriate, classroom setting and the children actually learn how to interact with their peers and their teachers. The pre-school accepts pre-potty trained children as young as 2-years old and assist with potty training which helps working parents.
They help working parents by providing breakfast, lunch and snacks. They are open from 6:00 am - 6:00 pm, which also helps working parents that commute out of town. The benefit ofthis program to the children of our community goes above and beyond, and the risk that this pre-school may have to close because the city chooses not to renew their lease would be a tragedy to many working lowincome families. It will displace a large number of children in our community and put a burden on other pre-schools and child care facilities. It could also burden the existing pre-kindergarten program provided by the Los Banos Unified School District because the children that currently attend Pennington's pre-kindergarten program will have to enroll at the public school, which could result in overcrowding.
This pre-school program is worth saving and I would ask that you seriously consider the implications on working families if this pre-school must close due to the loss of the lease. The city has a very nice 1 Community Center facility that can be used for events. To remove the preschool program from the small building does not warrant removal for other uses. The facility is small and perfect for a preschool. I am assuming that Pennington's pays rent for the building so why would the city turn away regular monthly rental income in exchange for an event center that may or may not be rented on a regular basis?
I love Pennington's and I am heartbroken that the city would even consider not renewing the lease for this vital and important facility that helps working families with quality pre-school education.
I request that you consider the children of hard-working, low-income families and renew their lease.

Subject: Support for Pennington's Little Friends Lease Renewal Dear Council Members,
My name is Anabil Hernandez, and I am writing to share my strong support for the lease renewal of Pennington's Little Friends.
My daughter, Nathaly Trujillo, has been attending Pennington's for the past year, and I couldn't be more grateful for the care and support she receives there. The staff is incredibly caring and attentive, and I have always felt that Nathaly is in a safe and nurturing environment. As a parent, that peace of mind means everything.
l also truly appreciate the flexibility of the program's hours, which has been a huge help to my family's schedule. Pennington's has made it possible for me to work with confidence, knowing my child is well . cared for.
I'm grateful for Pennington's not only because of the practical support it provides, but because of the way they care for my daughter like family. Please consider how important this program is to families like mine, and allow it to continue serving our community.
Thank you for your time and thoughtful consideration.

To: Los Banos City Council,
As a full-time registered nurse serving the Los Banos community, I rely deeply on Pennington's Child Care Program-not just for convenience, but for peace of mind.
I've been bringing my daughter here since she was 2 years old, and I can honestly say there is no other place that offers the extended hours, affordability, and level of care needed to support working parents with demanding schedules like mine.
The staff at Pennington's is exceptional. They are kind, dedicated, and deeply committed to the children's growth and well-being. My daughter has learned so much and flourished socially and academically thanks to their care. It truly feels like an extension of our family.
Many of my family members and close friends have also entrusted their children to Pennington's over the years. Losing this program would not only affect individual families-it would be a huge loss for the entire community.
I strongly urge the Los Banos City Council to renew Pennington's lease so they can continue to provide the loving, safe, and educational environment that has served this community so well for 44 years.

Los Banos City Council,
As a family in the Los Banos community, we deeply value Pennington's and the role it plays in our lives. This child care program is more than just a place to drop off our children - it's a trusted, nurturing environment where our kids feel safe, supported, and inspired to learn.
For 44 years, Pennington's has been a cornerstone of early childhood education in our city. It offers a loving, structured atmosphere that helps children grow emotionally, socially, and academically. The staff treats every child like family, and that personal touch has made all the difference for us.
Losing Pennington's would be a tremendous loss to the community. We strongly urge the Los Banos City Council to renew the lease so this incredible program can continue serving future generations with the same care and excellence it has always shown.
Thank you for supporting Pennington's - and by extension, all the families who rely on it.

I
To the Los Banos City Council Members,
To start at the beginning, before my son got into Pennington's Little Friends, I had tried many other daycare schools. Most did not even answer my phone calls or look at my applications. But then I found penningtons and they were very helpful in the application process and getting me started on the way to getting my toddler into school.
When my son started at Penningtons, he was barely able to talk, it was hard to communicate with him. But the teachers at the school have been amazing. They worked with him and helped him and now at the age of four, he speaks much better than when he entered the school. He is also more open and more sociable than when it was just me and him. My son has come such a long way and it would not have been possible without Pennington's little friends.
The teachers at the school are amazing, they are candid about what Robin needs and I can talk to them about anything that I might do at home to help him with anything that they think that he needs. Without Penningtons, I do not think that my son would be where he is today and because of them, he should be able to start kindergarten hopefully next year.
But if Penningtons closes, my son and so many other kids who need them will have nowhere to go. My child may not be able to be ready for kindergarten and he will be left behind. To close down this school and to leave all of the children out in the cold would be heartless. I am begging you to think less like a politician and more like a parent with a child who had nowhere else to go. As_ a single parent who has to struggle and work, I need a place like Penningtons, they are not just a school, they are a community, a family that supports and guides those who need help.
Please do the right thing.

To whom it may concern,
l"m writing this letter 10 support Pennington's Little Friends in renewing their lease and continue the amazing work they have done. 1 have relied on this form of childcare for some time now and for me and my family: it has been a godsend. In order to work in order to provide for my family I need childcare that is reliable and Pennington's has been a piece of mind when lam at \.vork , they are professional. they are friendly and they meet all my expectations when it comes to childcare. For me care like this is unmeasurable. I can't imagine where I would leave my child during the day while I'm working if Pennington's no longer exists. I ask for the Los Banos committee to consider what they are taking away by not renewing the lease to Pennington's Little Friends for me and my family, they would be taking away a lot more than just a building.
Some of the teachers that work here have taken care ofme and my siblings and now they are also caring for my child. T have all of the faith that my child is well taken care of because it is the same people and company that cared for me so I know exactly the kind of care she's receiving here. This building is located close to my home and allows fix any member in my household to pick her up with ease.
Once again I ask for the Los Banos City Council to renew the lease of Pennington's Little Friends so that my family and many others can continue with this fonn of childcare and continue having our safe haven for our children.

To Whom It May Concern:
I am writing to express my deep concern and sincere request to reconsider any plans to close Pennington's Little Friends a longstanding and invaluable institution in our community. For the past 44 years, this preschool has not only served as a trusted educational foundation for generations of children but has also been a cornerstone of support for countless families.
The impact of Pennington's extends far beyond early childhood education. It has nurtured learning, kindness, and community values in an environment where children are safe, respected, and given the tools to grow and succeed. Many of the children who began their educational journey there have gone on to become productive, caring members of our society, carrying with them the strong start they received from this remarkable institution.
For working parents, the daycare provides essential support that allows them to pursue careers and provide for their families with peace of mind. Its dedicated staff, some of whom have served for decades, are more than caregivers-they are mentors, role models, and often second families to the children in their care.
The closure of Pennington's would not only leave a gap in early education services, but it would also be a devastating emotional and logistical loss to the many families who rely on it. It is difficult to overstate the value this center brings to the social and emotional fabric of our community.
I respectfully urge all decision-makers to fully consider the lasting importance of this institution. Keeping Pennington's Little Friends open is not just an investment in early childhood education-it is an investment in our community's future.
Thank you for your attention to this important matter.
Sincerely,
Stephanie De Loa

Dear Council Members,
I am writing in the hopes that you'll approve the renewal of the lease agreement with Marlene Pennington and allow Pennington's Little Friends to continue to provide a loving and safe environment for our children to create friendships, memories and educational skills that will last a lifetime.
While I currently reside in Dos Palos, I grew up in Los Banos and Pennington's has always had a special place in my family's heart. Myself and my two brothers went there 30-35 years ago as young kids and my husband and I decided to have our two boys go there for their TK year. Our boys are now going into 2nd & 3rd grade, but our youngest daughter will carry on the tradition and will be starting her TK year there next week. When people ask why we drive 15 minutes each way just to take them to Pennington's, I tell them it's like dropping our kids off to family. I know they are safe, I know they are loved and I know they are getting the type of education and care any parent would want for their child.
We love Pennington's and their amazing staff. Please consider all the wonderful things they have done for the children in this community and what a loss it would be not just for the people of Los Banos, but even some of us here in Dos Palos if the lease isn't renewed.
Sincerely,

Testimonial for Pennington's Little Friends
To the Los Banos City Council,
My name is Hayley, and I am writing to you not only as a concerned parent, but also as a proud former student of Pennington's Little Friends. This daycare is more than just a childcare facility; it is a pillar of our community and a place that has shaped generations.
Over two decades ago, I was just a child walking through the doors of Pennington's, greeted with warmth, laughter, and a nurturing environment that helped me grow socially, emotionally, and intellectually. Today, I have the privilege of seeing my own child experience that same love and care from the very same place that helped shape who I am.
It is truly rare to find a childcare program that spans generations, offering not only consistency but also deep-rooted trust in the community. The teachers and staff at Pennington's Litile Friends provides a safe, loving, and educational space for our children, one that cannot easily be replaced or relocated. The idea that this place may disappear due to a lease issue is heartbreaking.
Please, I urge you to vote YES on renewing the lease for Pennington's Little Friends. For 44 years, they have served this community with unwavering dedication. Let's ensure they have the chance to continue doing so for many more generations to come.
Sincerely,
Hayley J.

I'm writing to share how important Pennington's Little Friends Daycare is to our community.
This daycare has been a huge support system for so many families, including mine. It's more than just a place where kids go during the day, it's a place where they learn, grow, and fee] safe.
The staff there genuinely care about the children, and you can see it in the way the kids light up when they talk about their day. Parents are able to work and take care of responsibilities knowing their children are in good hands. Losing funding would hurt a lot of families who depend on this care every day.
Please reconsider any decision to cut funding. Daycares like Pennington's are part of what makes our community strong. We need more places like it, not fewer.
Thank you for listening.
Sincerely,
Beverly Resendiz
To Whom This May Concern: 8/4/25
I am a Parent of Pennington's Little Friends Day Care. My Daughter is going to turn 5 this August. She began attending Penningtons at 2 years old in February 2022. When I began the process of locating a daycare I was scared, timid and nervous because my children have never stayed with anyone besides family members and I was also afraid since her first language was Spanish there would be communication issues. I was also concerned since she was being difficult to potty train and her frequent asthmatic occurrences worried me. When I went to the facility to apply I spoke to site manager Maria who reassured me all of my concerns would be addressed.Within two weeks of my daughter attending part time she was fully potty trained. The teachers there are bilingual and were able to communicate well with her. Also within the first six months her immune symptoms had strengthened and now she is rarely sick. These ladies run this facility like a home. The children are provided with home cooked meals and programs to prepare them for kindergarten. This daycare is more then just a daycare it is another home for your children to grow. My daughter is now about to enter kindergarten and she writes her name counts to 50 and can read some of her sight words. This would have not been possible without the support and dedication from Pennington's daycare. I have also known people within the community who have had similar experiences throughout over 40 years. By this site closing future children would not be able to receive this outstanding opportunity. Please consider keeping this facility up and running. Our children are our future.
P.S. If you have any questions or concerns please feel free to contact me @ 209-829-8397 July 31, 2025
To Los Banos City Council,
It is with great honor I construct this letter to support our fellow friends at Pennington's Little Friends.
This loving community at Pennington's has been a piece of Los Banos for decades. The heart of this establishment is the people. Those people are the very ones who create a warm and safe environment for our children. I, like many other parents, rely on this community. As parents we rely on their kind hearts, their patience, and their willingness to care for our children. They genuinely are like an extension to our families. It is with sadness and disappointment that we can potentially lose that sense of family.
In a small town such as Los Banos, we are limited to resources to help ourselves. To remove Pennington's Little Friends is to remove a parent's opportunity to provide. For example, I am a single mother of two who works full time with a 3 hour daily commute. I have been counting on this community to help my youngest daughter grow in a nurturing environment. They have been nothing but supportive and fulfilling in my child's development. I feel an immense amount of gratitude for Ms. Maria and her team. Along with my gratitude for the team, I feel that it is my responsibility as a parent and a part of the community as a whole to shine light on this matter.
They are deserving of our support for an abundance of reasons. But most importantly, I want to shine light on the fact that Pennington's team also has their own families. They also deserve to feel a sense of security of knowing they have a job to fulfill the following day. With all due respect I highly encourage your consideration for the lease agreement renewal.
Sincerely,
Alicia Vicuna
To whom it may concern,
Penningtons Little friends Has been a staple in this community for many years, When I was a child I attended this day care and now my children had the chance to experience this amazing day care, I am writing this in regards to the possibility of Pennington's location's lease not being renewed, as a disabled father this location has been a very accommodating for me with parking at the very front and not a long walk from the entrance, I don't ever fear for my child's safety when they play outside because of tall gates and safety measures the staff takes. Please do the right thing and renew their lease so other parents and myself do not lose out on such an amazing day care and wonderful staff that have poured their heart and soul to be one of the best day cares in Los Banos.
Sincerely,

Keep Pennington's Open
To The Los Banos City Council,
My name is Steven Pinheiro, and I have been informed that this council is considering discontinuing the lease renewal of Pennington's Little Friends Childcare Center.
As a resident of Los Banos, I am very disappointed to hear this unfortunate news. To be considering discontinuation of Pennington's lease renewal because a single city council member believes single-use rentals will bring in more revenue to our city over a long-term rental. If the city does not renew the lease, what will happen to Pennington's and their employees? Will the City assist in finding a new location for this organization if they do indeed discontinue the renewal of the lease? What will happen to the' children/students that attend the facility? I thought our city of Los Banos was for small businesses and supporting the needs of their residents.
I must commute to the Bay Area for work daily and my wife also works. Our son attends Pennington's just like my wife did when she was a child, so it has turned into a tradition in our family to be able to go there.
The pricing is affordable, and their hours of operation are wide enough that we can send our child to an organization that not only will care for him while we are away at work but also works along with us to support our child's needs while keeping costs affordable. My wife, who is a life-long resident of Los Banos, has informed me she was told Pennington's would be unable to find a new location if their lease was not renewed. This would mean we would no longer have them as part of our community, which they have been part of for the past 44 years.
My work in childcare services through Cupertino Union School District gives me a unique understanding of how much an organization like Pennington's Little Friends is needed to support its community, parents, and children/students alike.
Please reconsider renewing the lease agreement with Pennington's. Let's keep families in the community instead of them needing to go outside of our city for childcare. So many other long-time businesses have already left our city in recent years. It would be sad to see Pennington's be part of that loss.
Sincerely,
Steven Pinheiro

Keep Pennington's Open
To The Los Banos City Council,
My name is Stacey Dugo and I'm writing you today in support of renewing the lease agreement with Pennington's Childcare Center.
While I am not a resident of Los Banos, my brother's family is, and Pennington's has provided a safe and loving home away from home for my nephew/Go,dson while my brother and sister-in-law are at work. Since his attendance my Godson has grown both emotionally and educationally and he is more than ready to attend elementary school, when he is old enough, due to the support and guidance he's received from Pennington's.
Not renewing their lease agreement would not only be detrimental to the many children they care for, displacing them during the school year, changing their routines, and upsetting their emotional security, but would cause a ripple effect impacting the job security of not only the teachers who are employed by Pennington's, but the parents of the students as well as their extended family.
This is why I urge you to please renew the lease agreement and show care and compassion to thousands of upstanding citizens of the Los Banos community by renewing the lease agreement for Pennington's. Let's keep a childcare facility that has fed well rounded, ready-to-learn students into the Los Banos school system for decades open!
Warmest Regards,
Stacey Dugo

Penningtons Little Friends Daycare has been a part of my life for as long as I can remember. was once a child in their care, and now, years later, my own daughter attends the very same daycare. It's a full-circle moment that brings me both pride and comfort.
What makes Penningtons so special is the consistency of love, warmth, and dedication that fills the space. The staff is truly exceptional, not just qualified, but genuinely nurturing. You can feel their passion for working with children in everything they do. They don't just watch over kids, they teach, encourage, and help shape them into kind, curious, and confident little people.
As a parent, there is no greater peace of mind than knowing your child is in safe, loving hands.
At Penningtons, I see the same care and attention given to my daughter that I once received.
It's a place that feels more like family than a facility, and I'm so grateful we get to be part of its story again.
For families like mine, Penningtons is not just a daycare it's a foundation. The impact they've had on generations of children is lasting and profound. Renewing their lease means preserving a trusted, essential part of the community that continues to make a difference every single day.

To Whom It May Concern,
Re: Pennington's
Pennington's is a great daycare and pre-school, and it would be a shame for it to close due to not having their lease renewed. My older granddaughter attended there for two summers when she was younger and my other two grandchildren are currently enrolled. Good quality daycare is already hard to find in Los Banos, and it would be a major hardship for these parents to have to find another affordable daycare. Pennington's teaches our children in a safe environment at an affordable price. Please let them continue to serve our community.

Dear Members of the Los Banos City Council,
Re: Pennington's Little Friends
I am writing to express my strong support for the renewal of the lease for Pennington's. This daycare/preschool has been a cornerstone of our community for many years, providing a safe, nu·rturing, and educational environment for our children.
Under the leadership of Mrs. Borba, who is a well-respected and familiar figure in our town, Pennington's has consistently demonstrated its commitment to the well-being and development of young children. Parents throughout the area rely on the facility not only for dependable childcare but also for the learning experience it provides.
In a time when access to trusted, affordable childcare is more important than ever, losing a long-established and beloved provider like Pennington's would be a disservice to the families in our community. Mrs. Borba and her team have proven their dedication year after year, and their continued presence would ensure stability and quality care for many local families.
I respectfully urge the City Council to approve the lease renewal for Pennington's Little Friends and allow this vital community resource to continue serving the families of our city.
Sincerely,
Nelia Vaz

To The Los Banos City Council,
I am writing to offer my highest recommendation for Pennington's Little Friends and to share just how profoundly they have impacted our lives.
From the moment we walked through their doors, we felt an overwhelming sense of warmth, safety, and professionalism. The staff at Pennington's have gone above and beyond to create an environment that fosters not only learning and development but also love, compassion, and confidence in each child.
Not only did my husband, Shawn Carmo attend Pennington's 40 years ago, but now our son. He has grown in so many ways during his time at Pennington's-socially, emotionally, and intellectually. We have watched him become more curious, communicative, and independent, and we credit so much of this growth to the nurturing and engaging atmosphere provided by the caregivers and teachers. The daily activities, structure, and personalized attention given to every child speak volumes about the team's dedication and passion.
As parents, finding a place you can trust to care for your child is not easy. Pennington's gave us peace of mind, knowing our child was not just being looked after, but truly cared for. The team became an extension of our family, and their support has meant more to us than words can express.
We are incredibly grateful for the time we have spent with Pennington's, and we wholeheartedly recommend them to any family seeking a daycare that will treat their children with love, respect, and a deep commitment to their growth.
