F. Presentation and Discussion Regarding the Federal Shutdown and the Impacts on the CalFresh Program - By John Ceccoli, Director of the Merced County Human Services Agency.

7. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #254152 - #254494 in the Amount of $2,929,886.15.
Recommendation: Approve the check register as submitted.

C. City Council Resolution No. 7008 - Accepting the Transportation Development Act Funds Financial Statement for the Years Ended June 30, 2018 and 2017 as Prepared by Price Paige & Company, Merced County Associations of Governments' (MCAG) Auditors.
Recommendation: Adopt the resolution as submitted.
D. City Council Resolution No. 7009 - Approving the Radio Tower License Agreement Between the City of Los Banos and the County of Merced, Authorizing Merced County to Install and Operate Public Safety Radio Communications Equipment on the City-owned Telecommunications Tower Located at the Los Banos Fire Department.
Recommendation: Adopt the resolution as submitted.
E. City Council Resolution No. 7010 - Awarding the Bid for the Purchase of Two (2) New 2026 Model ½ Ton Pickup Trucks with Liftgates and Authorize to Issue a Purchase Order in the Amount of $106,060.20 to Ferro Automotive Group dba Fairfield Chevrolet.
Recommendation: Adopt the resolution as submitted.
F. City Council Resolution No. 7011 - Awarding the Bid for the Purchase of a New 2026 Model½ Ton Crew Cab Truck and Authorize to Issue a Purchase Order in the Amount of $48,457.99 to Ferro Automotive Group dba Fairfield Chevrolet.
Recommendation: Adopt the resolution as submitted.
G. City Council Resolution No. 7012 - Awarding the Bid for the Purchase of a New 2026 Model Mid-Size Crew Cab 4x4 Truck and Authorize to Issue a Purchase Order in the Amount of $41,642.63 to Ferro Automotive Group dba Fairfield Chevrolet.
Recommendation: Adopt the resolution as submitted.
H. City Council Resolution No. 7013 - Accepting the Eastern Application Field Irrigation Piping Replacement Project at the Wastewater Treatment Plant as Complete, Authorizing the Filing of the Notice of Completion, Authorizing Release of Retention, and Approving a Budget Amendment to Increase Appropriations in the Wastewater Treatment Fund by $110,320.90.
Recommendation: Adopt the resolution as submitted.
I. City Council Resolution No. 7014 - Acting as the City of Los Banos Groundwater Sustainability Agency Authorizing the City Manager to Execute the Delta-Mendota Subbasin Groundwater Sustainability Agencies (GSA) Joint Powers Authority Agreement.

A. Public Hearing - To Receive Public Comment and Consideration of the 2025 California Fire Standards Code, Local City of Los Banos Amendments to the Codes, and Justification of Local Conditions.
1) Ordinance No. 1211 - Adopting by Reference the 2025 Edition of the California Fire Code by Amendment to Title 4 Chapter 3 of the Los Banos Municipal Code and Adoption of Local Amendments Thereto. (First Reading & Introduction)
Recommendation: Receive staff report, open the public hearing, waive the first reading, and introduce the ordinance as submitted.
B. Public Hearing - To Receive Public Comment and Consideration of the 2025 California Building Standards Code, Local City of Los Banos Amendments to the Codes, and Justification of Local Conditions.
1) Ordinance No. 1212 - Adopting by Reference the 2025 Edition of the California Building Standard Codes by Amendment to Title 8 Chapter 1 of the Los Banos Municipal Code. {First Reading & Introduction) Recommendation: Receive staff report, open the public hearing, waive the first reading, and introduce the ordinance as submitted.
C. Public Hearing - To Receive Public Comment and Consideration of Approving the Sixth Cycle Multi-Jurisdictional Housing Element (2024-2032) and Approving a New Ordinance to Implement the Housing Element Establishing a Regional Housing Needs Assessment (RHNA) Overlay District. 1) City Council Resolution No. 7015 - Approving General Plan Amendment No. 2025-03 to Adopt the City of Los Banos Housing Element of the General Plan for the Period of 2024-2032.
2) Ordinance No. 1213 -Adding Article 49 to Title 9, Chapter 3 of the Los Banos Municipal Code - Regional Housing Needs Assessment (RHNA) Overlay District to Facilitate Implementation of the Housing Element. (First Reading & Introduction)
Recommendation: Receive staff report, open the public hearing, adopt the resolution, waive the first reading, and introduce the ordinance as submitted.
9. CONSIDERATION OF APPROVAL OF CITY COUNCIL RESOLUTION NO. 7016 - AMENDING THE CITY'S POLICY & PROCEDURES MANUAL (PERSONNEL
RULES) AND ESTABLISHING THE SUMMARY OF COMPENSATION FOR UNREPRESENTED EMPLOYEES.
