7. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #254915 - #255134 in the Amount of $4,336,353,73.
Recommendation: Approve the check register as submitted.
B. City Council Resolution No. 7022 - Rejecting the Bids for the Water Meter Replacement Project.
Recommendation: Adopt the resolution as submitted.
C. City Council Resolution No. 7023 - Accepting the Meadowlands Wet Well Replacement and Bypass Project as Complete and Authorizing the Filing of a Notice of Completion with the Merced County Recorder (Rolfe Construction, Inc.).
Recommendation: Adopt the resolution as submitted.

City Council Resolution No. 7024 - Authorizing a Lease Agreement Between the City of Los Banos and Fernando Escobedo dba Escobedo and Sons, for the Purpose of Leasing Agricultural Parcel APN# 454-0200-001, Amending the Fiscal Year 2025-2026 Budget by Increasing Revenue in the Amount of $7,500, and Authorizing the City Manager to Execute the Lease and All Related Documents.
Recommendation: Adopt the resolution as submitted.
E. City Council Resolution No. 7025 - Approving and Adopting Final Tract Map No. 2021-01 Quail Meadows Villages at Stonecreek V Phase 3, Unit 4 (Anderson Homes).
Recommendation: Adopt the resolution as submitted.
F. City Council Resolution No. 7026 - Accepting the Transportation Development Act Funds Financial Statement for the Years Ended June 30, 2021 and 2020 as prepared by Price Paige & Company, Merced County Associations of Government's (MCAG) Auditors.
Recommendation: Adopt the resolution as submitted.
G. City Council Resolution No. 7027 - Accepting the Transportation Development Act Funds Financial Statement for the Years Ended June 30, 2020 and 2019 as prepared by Price Paige & Company, Merced County Associations of Government's (MCAG) Auditors.
Recommendation: Adopt the resolution as submitted.
H. City Council Resolution No. 7028 - Authorizing a One-Year Facility Use Agreement Between the City of Los Banos and Los Banos American Little League for the Use of Colorado Ballpark in the Amount of $3,387 for the 2026 Little League Season.
Recommendation: Adopt the resolution as submitted.

Public Hearing - To Receive Public Comment and Consideration of General Plan Amendment #2022-02, Final Development #2022-02, and an Addendum to the Previously Certified Villa Surano Area Plan Environmental Impact Report (SCH #2006011135) for the Northpointe at Regency Park Project. 1) City Council Resolution No. 7029 - Adopting an Addendum to the Previously Certified Environmental Impact Report (SCH#200611135) for the Villa Surano Area Plan Related to the Northpointe at Regency Park Project.

4) City Council Resolution No. 7032 - Approving and Authorizing the City Manager to Execute a Reimbursement Agreement for Sewer Main Replacement Between the City of Los Banos and Stonefield Home, Inc.
Recommendation: Receive staff report, open public hearing, close the public hearing, and adopt the resolutions as submitted.
9. CONSIDERATION OF EMERGENCY SHELTER OPTIONS.
Recommendation: Receive staff report and direction from the City Council on how to proceed.
10. CANCELLATION OF THE REGULAR CITY COUNCIL MEETING SCHEDULED FOR WEDNESDAY, JANUARY 7, 2026 DUE TO THE CHRISTMAS HOLIDAY SEASON.
