C. City Council Resolution No. 7038 - Delegate Substitution for the 2026 Merced County Association of Governments (MCAG) One Voice Program.
Recommendation: Adopt the resolution as submitted.

10. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7042 - ACCEPTING THE 2024/2025 FISCAL YEAR AUDIT REPORTS CONSISTING OF
THE ANNUAL COMPREHENSIVE FINANCIAL REPORT, AND THE
GOVERNMENT AUDITING STANDARDS REPORT.
Recommendation: Receive staff report and adopt the resolution as submitted.
11. *CONSIDERATION OF APPROVAL OF THE LOS BANOS SUCCESSOR AGENCY RESOLUTION NO. 2026-1 - APPROVING A RECOGNIZED
OBLIGATION PAYMENT SCHEDULE (ROPS) AND ADMINISTRATIVE BUDGET FOR FISCAL YEAR 2026-2027.
