6. PENINSULA CLEAN ENERGY (PCE) PROGRAM UPDATES AND
PRESENTATION – By Shawn Marshall, CEO of Peninsula Clean Energy.
Recommendation: Informational item only, no action to be taken.
7. PUBLIC FORUM. (Members of the public may address the City Council Members on any item of public interest that is within the jurisdiction of the City Council; includes agenda and non-agenda items. No action will be taken on non-agenda items. Speakers are limited to a five (5) minute presentation. Detailed guidelines are posted on the Council Chamber informational table.)
8. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #256355 – #256557 in the Amount of $2,119,303.15.
Recommendation: Approve the check register as submitted.
B. City Council Meeting Minutes for February 18, 2026.
Recommendation: Approve the minutes as submitted.
C. City Council Resolution No. 7054 – Approving the Purchase of a Code Enforcement Vehicle in the amount of $36,979.20 from Winner Chevrolet/Elk Grove Auto Group Through the State of California Contract No. 1-22-23-23D.
Recommendation: Adopt the resolution as submitted.

City Council Resolution No. 7055 – Authorizing the City Manager to Execute an Amendment to the Existing Cooperative Procurement Agreement with Axon Enterprises Inc. for the Addition of Fleet 3 In-Car Cameras to the Police Department’s Existing Axon System in the Amount of $69,517.74 Annually.
Recommendation: Adopt the resolution as submitted.
E. City Council Resolution No. 7056 – Authorizing the Purchase of One (1) Fouts Fire F.O.U.R Mini-Pumper in the Amount of $433,836.38 from Fire Apparatus Solutions.
Recommendation: Adopt the resolution as submitted.
F. City Council Resolution No. 7057 – Approving and Authorizing the Mayor to Execute an Administrative Amendment to Paragraph 2.2 of the Peninsula Clean Energy Joint Powers Agreement Reflecting the Name Change From Peninsula Clean Energy to WestLight Energy.
Recommendation: Adopt the resolution as submitted.
G. City Council Resolution No. 7058 – Approving and Authorizing the City Manager to Execute the First Amendment to the Professional Services Agreement with MuniTemps (Government Staffing Services, Inc.) to Increase the Total Not-to-Exceed Compensation Amount from $30,000 to $150,000.
Recommendation: Adopt the resolution as submitted.

A. Public Hearing – To Receive Public Comment and Consideration of Approving Final Development Plan #2025-01 for the Overland Trail Subdivision (Stonefield Home Inc.).
1) City Council Resolution No. 7059 – Approving Final Development Plan #2025-01 for the Overland Trail Subdivision (Stonefield Home, Inc).
Recommendation: Receive staff report, open public hearing, receive public comment, close the public hearing, and adopt the resolution as submitted.
10. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7060 –
APPROVING AN APPLICATION FOR FUNDING AND THE EXECUTION OF A GRANT AGREEMENT UP TO $3.6 MILLION AND ANY AMENDMENTS
THERETO FROM THE 2025 FUNDING YEAR OF THE STATE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FOR A TINY SHELTER VILLAGE.
Recommendation: Receive staff report and adopt the resolution as submitted.

11. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7061 – ACCEPTING THE INDEPENDENT ACCOUNTANT’S REPORT ON AGREEDUPON PROCEDURES RELATED TO THE CITY’S CAPITAL PROJECTS FOR THE PERIOD OF JULY 1, 2022 THROUGH JUNE 30, 2024 AS PREPARED BY HARSHWAL AND COMPANY LLP.
Recommendation: Receive staff report and adopt the resolution as submitted.
12. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7062 – ESTABLISHING THE PROCESS TO FILL THE DISTRICT 2 VACANCY.
Recommendation: Receive staff report and adopt the resolution with direction on how to proceed.
13. DISCUSSION AND DIRECTION REGARDING AMENDMENTS TO LOS BANOS MUNICIPAL CODE SECTION 2-1.301, ET SEQ. TO INCREASE ELECTEDS COMPENSATION.
